The skip was outside the front of the building as there is no other suitable area, the contents of the skip and their condition is exactly why they were being disposed of.<br>2. The person in question was not wearing somebody else's clothing.<br>3. The damp patches on the wall had appeared over the weekend -you visited on a Monday- after we had suffered severe storms and torrential rains across the country. Your friend was in the process of being moved to a different room due to the storm damage.<br>4. Your friend had requested the heating to be turned down in the room.
