Dad had a variety of different health issues each requiring particular care. The staff are amazingly good at dealing with each of these and as a whole. Despite his difficulties with memory, every member of staff we met over his 3 years there showed the utmost care, kindness, respect. We were especially
impressed by the way they always gave him choice and assumed his capacity. There was nothing but warmth and compassion shown in every aspect of care.
Harbour Rise is beautifully decorated, clean and very welcoming with drinks and biscuits free for visitors. There are different places to meet and congregate - dining room, family room, day room, entrance 'conservatory' and gardens. We liked the way there were always temporary decorations celebrating festivals and events.
All in all, we couldn't have wished for Dad to have been in a better place in his final years.
Reply from Cecile Edwards, Owner at Harbour RiseThank you for your heartfelt review. We are truly honoured that Harbour Rise could provide such a caring and supportive home for your dad during his final years. Your kind words about our team's compassion, respect, and commitment to maintaining choice and dignity mean a great deal to us. We are also delighted that you found our home welcoming and enjoyed the environment we strive to create for residents and their families. Thank you for placing your trust in us.

Just felt the need to give feedback once again. I visit daycare weekly to see a friend & every single time it's a joy. The carers today Sally & Chey made a simple game of group snakes & ladders so much fun. Almost every person in the room took part. Then in walked a delightful chap called Luc to play
a beautiful harp whilst they all had drinks of juice.
He was in the middle of playing Rule Britannia when l discovered it was one of the residents birthdays, I interrupted him & asked if he could poss play happy birthday next, he did no more than to start playing it there & then & we ALL sang happy birthday to her she was overwhelmed bless her. He then resumed Rule Britannia. Another carer came in to wheel the birthday person out for lunch & she started singing happy birthday to her, l said awe we've just all sung that whilst Luc played the tune on the harp. He then played it again & asked her her favourite song, Danny Boy she said & he played that beautifully for her. She was so happy. X
Reply from Cecile Edwards, Owner at Harbour RiseThank you so much for your lovely feedback. It means a great deal to hear how much joy and happiness Sally, Chey, Luc and the team brought to everyone's day. What a truly special birthday moment for her - we're so pleased you were part of it too.

I would like to share my heartfelt experience of the care my dear friend Anne received at Harbour Rise.
From my first visit, I felt immediate comfort and reassurance. The home has a warm, caring atmosphere, with kind, welcoming staff and residents who appeared happy and well looked after.
Anne's situation
was delicate, but I had complete confidence she would be safe and supported. The team acted quickly to arrange her admission, showing compassion from the outset.
After Anne's passing, the kindness and respect shown to both of us was exceptional. The staff supported me with warmth and understanding, giving me time and space to be with her.
As a former Registered Nurse with over 40 years' experience, I can say the care Anne received was of the highest standard. It meant so much that she remained in her own peaceful room at the end of her life.
I would not hesitate to recommend Harbour Rise. The compassion, dignity, and support provided were truly outstanding.
Reply from Cecile Edwards, Owner at Harbour RiseThank you so much for your heartfelt and thoughtful words. It was a privilege to care for Anne, and we are deeply touched by your feedback. Knowing that you felt supported and reassured during such a difficult time means a great deal to our entire team.
Your kind comments about the compassion, dignity, and care provided will be shared with all our staff, who work tirelessly to ensure every resident feels safe, comfortable, and respected. We are especially honoured by your praise as a former Registered Nurse with such extensive experience.
Thank you again for your recommendation and for allowing us to be part of Anne's journey.

My aunt had frequent hospital stays after repeated falls, and it became clear she could no longer return home safely. When my mum and brother visited Harbour Rise, they were immediately impressed: it was spotless, welcoming, and the staff were warm and friendly. Her room was spacious, with an en suite
and a lovely view of Paignton Pier.
She began with a trial stay, and the team were incredibly flexible, even arranging for her own chair from home. The food was excellent with plenty of choice. Once settled, she told us, "You couldn't have found anywhere better," describing it as "quiet, lovely and warm."
Staff communication was outstanding, always keeping us informed. They made her 94th birthday special with a three-course family meal. As her health declined, they showed compassion, dignity, and proactive care throughout.
We would highly recommend Harbour Rise.
Reply from Cecile Edwards, Owner at Harbour RiseThank you for your lovely review and for trusting Harbour Rise with your aunt's care. We're so pleased she felt happy, comfortable, and well supported during her time with us. It means a great deal to hear your kind words about our team, communication, and compassionate care, especially during such an important time for your family. We'll be sure to share your feedback with all the staff.

was well looked after ,the staff were always accommodating and friendly. That they do respite, and daycare shows the many ways it helps you with the care of your loved one when needed

We had to find respite for our 92 year old mum who had recently sustained a head injury through a fall at home and had spent some time in hospital. We were going on holiday and it soon became clear that it was not going to be possible for her 2 sons (who we had arranged for her to stay with) to take
care of her as she needed more care than they could have provided.
Mum had to travel from Birmingham and the team at Harbour Rise were incredibly accommodating for us as it was a complicated situation and short notice.
All the staff and management are the most incredible people who are dedicated to all the residents and day visitors alike. The family feel so lucky to have accessed this care for her and she was treated with utmost care and dignity and she was able to spend time with all her great grandchildren who live close by. We would most definitely like Olive to be able to have respite there again - the family had complete peace of mind and she had a fabulous stay. Thank you!

Dad has been a resident of Harbour Rise for a while now and whilst initially he was reluctant to accept the need for him to be there, we are very happy that he has now settled in and is interacting well with staff and residents alike.
Although we live a fair distance from Paignton, when we do visit
we are greeted by very friendly staff into an inviting environment. We are encouraged by the regular emails and social media updates we receive and are content in the knowledge that Dad will be looked after extremely well.

When Dad could no longer give Mum the support she needed at home, we made the decision to put her into care. On visiting Harbour Rise for the first time Dad was impressed by how clean, bright and friendly the place was.
From the first day there , we saw an improvement in Mum. She gets so much attention,
nothing seems too much trouble. We love that there are activities every day, the residents are not just sat staring at a TV.
All the staff are extremely friendly and welcoming, even the owners (Mark and Cecile) make the time to say hi and even remember the names of the families. It is like a home from home and I am so pleased Dad found it.

It is with great pleasure that I write about my stay in Harbour Rise. I used to be the worlds worst cynic, prior to my stay here. I would never have volunteered to enter here. On my discharge from hospital I did not care if I lived or died, I was at a low ebb. My daughters arranged for me to have some
respite care at Harbour Rise. On my entry I was greeted with smiles and a welcoming hug, and that attitude carried on through my stay.
I watched angels dealing with the residents with kindness, patience, love and friendship. Not only have I been brought back to health and fitness, this experience has made me a better person, no more cynicism, no more hustling past older people, grumbling because they were in my way, and I thank each and every person here at Harbour Rise.

My dad was sitting in his room - up later than usual as he was watching the rugby. A carer arrived to look for him. When she saw him still sitting up, she brought him a plate of snacks and a hot chocolate. It's the small details like this that make Harbour Rise such a caring place.
Dad has gone from
strength to strength after six weeks of respite care and is now talking about coming back for a longer stay! Staff are wonderful and can't do enough for you. Would highly recommend.

My father lives in Paignton, myself & my sister both live in the South East, while we visit him as often as we can we aren't on hand.
In January our dad was admitted to hospital & underwent major surgery, 4 weeks later he was discharged, on discharge we visited & realised he was struggling independently
at home, we didn't know what to do, we knew of Harbour Rise so contacted them to see if they had any advice or suggestions. We are so pleased we did, Julia was so kind, so helpful & within a few hours we had dad in Harbour Rise for respite care.
My dad has grown stronger & become brighter all thanks to the care of the team at Harbour Rise, they are kind, helpful, supportive & are looking after him very well.
The home itself is clean, sunny, comfortable & welcoming, both my sister & I can't thank everyone enough for everything they are doing for dad, we see how he's improving from the help & support he is getting & the environment he is living in. Thank you.

Being such a lively and sociable character, the idea of dad being in a care home was always terrifying for us, but at Harbour Rise he gets the two things he needs the most - joy and comfort. Known for his infectious laugh, our greatest fear was dad's laughter fading away in care, but it rings loud and
clear every time we visit.

We're relentlessly impressed by the staff's level of professional care, but also how loving and personable they are. Every time we visit, we're made to feel so welcome, and they go out of their way to make sure our visits with dad are always special.

Mum has been in Harbour Rise for 18 months now, we could no longer give her the care she deserved when she was living with us. Since she arrived at the home her mental state has improved as she was isolated at our home. She engages with the staff and a few of the other residents who she has got to know.
The whole staff team are absolutely amazing at looking after her and provide a safe and friendly environment. She is fussy about her food but they always provide her with food that she fancies at that moment in time which is lovely. She has had a couple of health issues but the care home have taken care of her and arranged health visits and doctors appointments. She really enjoys trips out which the home arrange with their cheerful drivers, she recently went to Churston library and came home with 6 books as she is an avid reader, she was delighted with them. If Harbour Rise was a hotel it would definitely be 5 stars, I couldn't recommend it enough, thank you all for looking after Mum.

I was invited to attend the Friends & Family quiz night at the beginning of November 2025. The evening was very well managed with a delicious curry being served along with refreshments for both residents and visiting relatives/friends.

The evening was a fantastic way to learn more about the types

of activities on offer at Harbour Rise. It was a fun and enjoyable evening which helped us all connect and spend quality time together whilst participating in the quiz.

It was delightful to witness the interaction of both staff and residents, as I believe activities such as this really help residents to engage not just with each other, but to meet and make new friends in a warm and safe environment.

I noticed how patient and attentive the staff were to the residents and I was impressed with the presence of management, which also contributed to everyone feeling like part of one big family.

Reaching the decision that we needed help/respite care, we chose Harbour Rise for our loved one - it offered everything that was needed - safety, healthy diet, support, needs being met, cleanliness, activities, loving care, beautiful rooms, & importantly, the joy that surrounds the house. The staff
are happy, nothing too much trouble, listen & respond empathically to residents/relatives, especially if there's a personal query - the query is quickly resolved. Calm in their care of the residents, but also very loving. The Coffee bar, used by visitors/relatives with loved ones. Homemade cakes & biscuits on offer. Such a positive activity for both to share, as we would, if we were all at home! Our loved one suffers with the cold. Noticing he needed more layers, a list was put on his wardrobe. Resolving the issue. I cannot praise HR/staff enough, in fact our loved one is now permanent and for the first time referred to HR - as returning home! ! Our very grateful thanks to everyone

Harbour Rise has been truly wonderful for Dad. After his mixed dementia progressed and a change of circumstances at home, he began attending the day care service, which helped him stay sociable, occupied and far less lonely. When it became clear he needed more support, he moved in for a respite stay
that soon became permanent. It was a huge change, but the management and staff took such care helping him settle, making him feel welcome and part of the furniture. His personality has come back, and the team know his likes, dislikes, routines and needs. Dad loves football and always enjoys chatting with Mark, who never fails to make time for him. When I struggled with guilt about the move, Julia listened with real compassion and addressed every worry, lifting such a weight from me. The staff greet Dad with warmth whenever he returns from outings, and he loves feeling part of the home's family. I can't fault the kindness, dedication and consistently high standard of care at Harbour Rise

My family's experience with Harbour Rise started 15 years ago when my brother-in-law, John, was admitted to Day Care. Jane, my sister, joined him and the two or three days a week that they spent there became one the happiest times. I am my sister's only family. I knew that when I was away, Jane was
being cared for safely and kindly. Jane has reached the stage of her life where her overall care needs began to increase. She now attends Harbour Rise full-time. What features of Harbour Rise would I emphasise? It is a very Caring environment, and I have no doubt that Jane is being well looked after. I find it very easy to discuss with them Jane's needs and requirements. I feel that I am talking to another family member. There is both a sincerity and an honesty. Most of all, I trust them that when dealing with Jane, they put her needs first and foremost.  I know that Jane is in safe hands and I have no hesitation in recommending Harbour Rise to others who may be embarking on a similar journey

Review from Karen W (Daughter of Resident) published on 18 December 2025 Submitted via Website • Report
Overall Experience 5.0 out of 5
From the outset, the experience has been excellent. Mom's first experience of Care Home care would be emotionally challenging for her and us. Harbour Rise answered the challenge. We were confident of Mom's safety and respect. During initial visits, it was evident that Harbour Rise would meet Mom's needs
in a tailored manner. Staff were proud showing me around the home, food choices, the room, etc, feeling more like a high-quality hotel than a Care Provider. Once Mom's fortnight was agreed, they supported with advance pre arrival arrangements, such as preparing her room with familiar possessions, a bio and arranged collection times. Mom had friend visits who assured us she'd been spoilt and room spotless.
Our return found mom in great health and very thankful to all the staff looking after her. She even commented to staff she looked forward to coming back for her next holiday! Thank you to every member of staff caring for Mom. I am sure that Mom will return for future respite care.
Reply from Cecile Edwards, Owner at Harbour RiseThank you so much for your kind review. It was truly our pleasure to look after Mum, and we're delighted to hear that her stay with us helped improve your holiday experience and that Mum enjoyed her little break! We can't wait to welcome Mum back again in the future!

Current Review Score: 10.0 (9.969)

Overview of Review Score

The Review Score of 10 (9.969) out of 10 for Harbour Rise is based on a) the Average Rating and b) the number of positive Reviews.

  1. The Average Rating is 5.0 out of 5 from 55 Reviews in the last 24 months.
  2. The score for the number of positive Reviews is 5.0 out of 5 from 55 positive Reviews in the last 24 months.

Detailed Breakdown of Review Score

The maximum Review Score for a Care Home is 10, which is made up from the Average Rating of Reviews (maximum of 5 points) and the Number of Reviews (maximum of 5 points) in the last 24 months:

  1. 5 Points are available for the Average Rating from all Reviews in the last 24 months. The Average Rating of 4.969 for Harbour Rise is calculated as follows: ( (628 Excellents x 5) + (20 Goods x 4) ) ÷ 648 Ratings = 4.969
  2. 5 Points are available for the number of Positive Reviews in the last 24 months. A Positive Review is defined as any Review with an 'Overall Experience' of '4' or '5' (out of a max rating '5'). The 5 Points relating to the number of positive Reviews for Harbour Rise is based on 55 positive Reviews in the last 24 months and is calculated as per below:

The 5 points available are broken down as follows:

    1. 4 points are available for the first 20 Positive Reviews in the last 24 months; 3 points for the first Positive Review, 0.125 Points for each of the next four Positive Reviews, 0.05 Points for the next five Positive Reviews, and finally 0.025 Points for the next ten Positive Reviews. (1st = 3.000, 2nd = 0.125, 3rd = 0.125, 4th = 0.125, 5th = 0.125, 6th = 0.050, 7th = 0.050, 8th = 0.050, 9th = 0.050, 10th = 0.050, 11th = 0.025, 12th = 0.025, 13th = 0.025, 14th = 0.025, 15th = 0.025, 16th = 0.025, 17th = 0.025, 18th = 0.025, 19th = 0.025, 20th = 0.025) 3 + 0.125 + 0.125 + 0.125 + 0.125 + 0.05 + 0.05 + 0.05 + 0.05 + 0.05 + 0.025 + 0.025 + 0.025 + 0.025 + 0.025 + 0.025 + 0.025 + 0.025 + 0.025 + 0.025 = 4
    2. 1 point is available for the number of Positive Reviews reaching 20% of the registered maximum number of service users in the last 24 months. If this number is partially reached, then that proportion of 1 point is given. eg a Care Home registered for a maximum of 50 service users has to reach 10 Positive Reviews to receive 1 point, if it has 7 reviews it will receive 0.7 points. 20% of the 44 registered maximum number of service users is 8.8, which has been reached with 55 Positive reviews. Points = 1
  3. When a Review is submitted by someone who has previously submitted a Review, only the latest Review will count towards the Review Score.
  4. If a Care Home does not have a review in the last 24 months, then it will not have a Review Score.

Hello, I’m Julia! I joined Harbour Rise in August 2021, having previously managed an Outstanding-rated homecare company and then transitioning to managing Residential Care several years ago. I’m dedicated to providing high-quality care and enjoy taking a proactive approach in my work. I love spending time with the wonderful people at Harbour Rise, listening to their stories, and ensuring that their care aligns with their wishes and what matters most to them. Originally from a fishing town in Southern Ireland, I’ve always lived near the sea, and being by the water never fails to make me feel happy and calm, so working at Harbour Rise feels like a perfect fit. I love spending time with my husband, our three daughters, and our two wonderful grandchildren. I relax by reading, especially historical novels, and good mystery stories, and if I can listen to my book whilst walking along by the sea, then that is even better!

Although I was born and educated in France (Angers University) and Yorkshire (Hull University), I have now spent more time living in the UK than in France! I have been the joint director and owner of Harbour Rise since 2007, working very closely with my husband Mark, who was born in Marldon, Paignton. Working at Harbour Rise gives me a real sense of achievement as I love to be involved in a team of passionate and dedicated staff who give nothing but their best to our lovely residents.

I am also the very proud mother of three lovely and lively boys. Football seems to be the main thing we talk about at home, so in my spare time I love to go out with friends, go shopping and prepare a nice meal for all of us to enjoy! If I can, I also love to turn my phone off and get stuck into a great book!

I was born in Paignton, and although I worked in finance in London for 20 years, I was delighted to return to Devon to raise my family of 3 boys and further develop and improve Harbour Rise.

We have owned Harbour Rise since 2007, and as well as caring for many wonderful residents, we have transformed the home from 22 to 44 bedrooms, and I believe there is not an inch that we have not renovated or improved! I love the warmth and atmosphere of the home. Although the care industry can be stressful, I enjoy seeing our staff and residents looking happy and thriving – this is our biggest achievement.

Outside of work, I love to be busy with water sports, cycling and of course football! Watching my sons play football is my favourite part of the weekend, as well as watching Arsenal and Plymouth Argyle.
I enjoy a glass of red wine in the winter and a pastis in the summer, love to spend time off in France, where I still try to improve my French.

Hello, I’m Laura! I have had the pleasure of working at Harbour Rise for the past 20 years, during which I’ve taken on a variety of roles, gaining a wealth of experience and knowledge along the way. For just over a year now, I’ve been providing managerial support, a role I find both engaging and rewarding.

Outside of work, I’m a proud mother of three wonderful children who bring immense joy to my life. Our family has recently grown with the addition of Bertie, our beautiful Cockapoo puppy, who has quickly become a beloved member of our household.

In my free time, I love spending quality moments with family and friends, going for walks, and diving into a good book.

Job Title: Head of Care Joined: 1998

I started my career in 1998, working in the laundry at Harbour Rise. Over the years, I’ve taken on many different roles and eventually became Head of Care when Mark and Cecile took over the business in 2007. I’ve seen many changes to the home and feel privileged to have been part of its journey. One job I’ll never do, though, is drive the bus—driving’s not exactly my favourite hobby.

When I first started, I was young, free, and single. During my time here, I met and married my husband, Ken, and we now have one son who is an adult. I love getting to know our residents and their families, and I truly believe Harbour Rise is one big family.

Outside of work, I have a busy social life. I enjoy spending time with my family and friends, going on trips, and attending concerts—especially Take That. I also love going for walks, especially when there’s a nice pub at the end for a relaxing lunch!
