I was invited to attend the Friends & Family quiz night at the beginning of November 2025. The evening was very well managed with a delicious curry being served along with refreshments for both residents and visiting relatives/friends.


The evening was a fantastic way to learn more about the types

of activities on offer at Harbour Rise. It was a fun and enjoyable evening which helped us all connect and spend quality time together whilst participating in the quiz.


It was delightful to witness the interaction of both staff and residents, as I believe activities such as this really help residents to engage not just with each other, but to meet and make new friends in a warm and safe environment.


I noticed how patient and attentive the staff were to the residents and I was impressed with the presence of management, which also contributed to everyone feeling like part of one big family.

Having had several falls due to Parkinson's, the family had to find a suitable care home for my brother. After a lot of research, they chose Harbour Rise.
I can only comment as a frequent visitor (several times a week) and I have to say on every occasion I have been greeted by friendly carers and
helpful staff.
I have noticed that all residents are treated with sensitivity, kindness and empathy.
All staff appear to be outstanding and have infinite patience , whether nurses, carers, drivers, maintenance or kitchen staff.

Reaching the decision that we needed help/respite care, we chose Harbour Rise for our loved one - it offered everything that was needed - safety, healthy diet, support, needs being met, cleanliness, activities, loving care, beautiful rooms, & importantly, the joy that surrounds the house. The staff
are happy, nothing too much trouble, listen & respond empathically to residents/relatives, especially if there's a personal query - the query is quickly resolved. Calm in their care of the residents, but also very loving. The Coffee bar, used by visitors/relatives with loved ones. Homemade cakes & biscuits on offer. Such a positive activity for both to share, as we would, if we were all at home! Our loved one suffers with the cold. Noticing he needed more layers, a list was put on his wardrobe. Resolving the issue. I cannot praise HR/staff enough, in fact our loved one is now permanent and for the first time referred to HR - as returning home! ! Our very grateful thanks to everyone

Harbour Rise has been truly wonderful for Dad. After his mixed dementia progressed and a change of circumstances at home, he began attending the day care service, which helped him stay sociable, occupied and far less lonely. When it became clear he needed more support, he moved in for a respite stay
that soon became permanent. It was a huge change, but the management and staff took such care helping him settle, making him feel welcome and part of the furniture. His personality has come back, and the team know his likes, dislikes, routines and needs. Dad loves football and always enjoys chatting with Mark, who never fails to make time for him. When I struggled with guilt about the move, Julia listened with real compassion and addressed every worry, lifting such a weight from me. The staff greet Dad with warmth whenever he returns from outings, and he loves feeling part of the home's family. I can't fault the kindness, dedication and consistently high standard of care at Harbour Rise

My family's experience with Harbour Rise started 15 years ago when my brother-in-law, John, was admitted to Day Care. Jane, my sister, joined him and the two or three days a week that they spent there became one the happiest times. I am my sister's only family. I knew that when I was away, Jane was
being cared for safely and kindly. Jane has reached the stage of her life where her overall care needs began to increase. She now attends Harbour Rise full-time. What features of Harbour Rise would I emphasise? It is a very Caring environment, and I have no doubt that Jane is being well looked after. I find it very easy to discuss with them Jane's needs and requirements. I feel that I am talking to another family member.There is both a sincerity and an honesty. Most of all, I trust them that when dealing with Jane, they put her needs first and foremost.  I know that Jane is in safe hands and I have no hesitation in recommending Harbour Rise to others who may be embarking on a similar journey

From the outset, the experience has been excellent. Mom's first experience of Care Home care would be emotionally challenging for her and us. Harbour Rise answered the challenge. We were confident of Mom's safety and respect. During initial visits, it was evident that Harbour Rise would meet Mom's needs
in a tailored manner. Staff were proud showing me around the home, food choices, the room, etc, feeling more like a high-quality hotel than a Care Provider. Once Mom's fortnight was agreed, they supported with advance pre arrival arrangements, such as preparing her room with familiar possessions, a bio and arranged collection times. Mom had friend visits who assured us she'd been spoilt and room spotless.
Our return found mom in great health and very thankful to all the staff looking after her. She even commented to staff she looked forward to coming back for her next holiday! Thank you to every member of staff caring for Mom. I am sure that Mom will return for future respite care.

My father in law has been a resident at Harbour Rise for 9 months now. He took some time to get used to the change of environment vs living independently. He is now content living there and chooses to attend an increasing amount of the activities that are organised on a daily basis. He enjoys the variety
of food provided, sometimes in the dining room or in his room when he is unable to make it downstairs.
He gets very good care from the staff and enjoys sharing a laugh with them. Despite being busy, they find time to appreciate his interests and support him as necessary.
We have enjoyed the opportunity to attend social events where residents and their families are welcomed to share activities such as periodic Sunday lunches, summer fair and a recent quiz night which was enjoyed by all.

After a fall at home at the age of 92, it was clear that my father would no longer be safe living at home alone. Having previously said he would never leave his home of the previous 45 years we took the difficult decision to look for a suitable care home for him.
Moving him to Harbour Rise was the
best decision we could have made. The facilities there are excellent, from the wonderful meals, which I have shared with him there on a number of times, the warm, bright, spotlessly clean rooms, but most importantly the staff.
You notice all the small touches, warm smiles, eye contact, bending down to be at eye level when he is sitting down. They also ensure the residents are not only cared for but also fully engaged with live music, quizzes and games to keep them stimulated. My father has now been at the home for 18 months and it is a great relief to the family that we no longer have to worry about his care and safety.

A friend recommended Harbour Rise to me as I was looking for a few weeks respite care for mum. I was so grateful as from my initial visit I knew it was the right place for mum who has Alzheimer's. It is a place I could with confidence leave mum who would be safe and well cared for, which gave me such
peace of mind. All the staff are so welcoming and friendly. There is such a happy and calm atmosphere. It is exceptionally clean and the homecooked meals are lovely. There are plenty of activities organised for entertainment - on my visits to mum there was bingo, a harpist, the pet man with a good selection of well behaved animals and a man who played the guitar, that was great fun as we were up dancing. The lounges are clean, comfortable, bright and cheerful and there is a quieter cafe area with drink facilities and delicious homemade cake for relatives/friends visiting residents. A big thank you to all the team, you are amazing at what you do, I highly recommend Harbour Rise.

My Dad attended Harbour Rise first as an occasional day visitor, then for urgent respite care before it then became clear that he wouldn't be well enough to return home. Unfortunately, his stay turned out to be only a month before he passed away at Harbour Rise. We really couldn't have wished for his
final month and days to be anywhere better. The team were excellent throughout and couldn't have done more for him or us as a family. The weight they took from our shoulders when they welcomed him in was huge. We were made to feel so welcome and comfortable too. We stayed on site in Dad's final days and being 'behind the scenes' for those long 4 days, I was expecting to see a few cracks to be honest, but there was nothing. From what I could see, every member of staff continually treated every resident with the utmost respect and care. Every hour of every day. Nothing was too much trouble. Dad passed away surrounded by a lot of love and care and we can never thank you all enough for that.

When my mum first moved into the care home, she was understandably anxious about leaving the comfort and familiarity of her own home. However, the transition has been far smoother than we ever imagined, thanks to the incredible staff. From day one, they have been welcoming, patient, and genuinely caring
- always taking the time to make her feel safe and valued.
It's been wonderful to see her settle in so well. She now feels at ease, enjoys the company of both staff and residents, and has even started participating in activities she was hesitant about at first. The friendly atmosphere and attentive care have made all the difference.
We're truly grateful to everyone at the home for their kindness and dedication. Knowing she's in such good hands brings us great peace of mind.

My husband was a resident in Harbour Rise for only a short period before he sadly died and I can't praise the staff enough for the care he received and the compassion shown. Nothing was too much trouble and the staff were always cheerful and friendly. They gave me a lot of support too. I was impressed
with everything from the professionalism of the organisation to the cleanliness of the premises. I wouldn't hesitate to recommend Harbour Rise to anyone and would be very happy to be a resident myself in the future!

My father's illness had got to a stage where we were concerned for both his welfare & also for my mother. The turning point came after he was hospitalised and it became clear that we needed to make a decision. After much research, we decided upon the home of Harbour Rise.
It has turned out to be a
great decision. The environment at Harbour Rise is one of great care, where nothing seems to be too much trouble. My father is in the late stages of dementia, but the team cope admirably with his needs. In his mind, this is his home, and everyone around him is part of the family. Both he & my mother are addressed by their first names, and greatly appreciate the sense of friendship & concern.
For me, the standout has to be the staff, who continue to look after him with both a mixture of care, fun & enjoyment. This has been consistently good over a lengthy period of time.

Having experienced a few falls and a long hospital stay, it became apparent that Dad was no longer able to look after himself. Having looked around at local care homes, Harbour Rise was clearly the home for Dad. They have excellent facilities and the care team are brilliant. All his needs are catered
for and nothing seems to be too much trouble.
Dad took a while to settle in, but is now content. He enjoys trips out and joins in with some of the activities.
The care and consideration given to the residents was apparent when they went above and beyond expectations. Dad was unable to travel to a family funeral. Staff and the visiting vicar took time to sit with him and I know this meant a lot to him.

We viewed several homes before deciding on Harbour Rise for Respite care for my Mum while we travelled to other countries to holiday and visit family. Mum has been in 3 times in the last 12 months ( each time for 3 weeks +) and we are totally happy to leave her in their care.
The staff are very friendly
and seem to treat each resident as if they were their own grandparent with respect, care, and love. They take their time and add a good pinch of humour. The office is really good at keeping us informed on everything from answering any questions we have to sending updates on how mum is doing. The food is excellent quality and plentiful. Mum tells us they regularly offer extra snacks throughout the day, biscuits, cakes and will even make a sandwich if requested. The home puts on some entertainment and encourages residents to get involved.
We are very happy with Harbour Rise and will not hesitate to book mum in again when we next go away.

Mum came to live with us as she was no longer available to live alone. We were finding it difficult being her sole carers and we were recommended to Harbour Rise for day-care. From the moment mum went to Harbour Rise she was a changed woman. She had something to look forward to and the motivation to
get dressed in a morning and she looks forward to showing us what crafts she has made and telling us about her fun days with entertainment and she loves the food. They pick her up and drop her off home and she is fond of the mini bus drivers especially one in particular. She talks about her friends at HR both residents and employees. Mum is currently having 4 weeks respite care at HR which made perfect sense and she wouldn't want to go anywhere else. HR went above and beyond to accommodate these 4 weeks and send us regular updates on what her and her friends have been up to. When we go and visit it's a very welcoming atmosphere, the home feels so modern with natural sunlight and sea views.

When looking for a care home for Dad, we did a "drive by" of a number of homes. That was sufficient to dismiss many, Harbour Rise looked good from the outside and didn't disappoint when we visited. It immediately felt clean, bright, well maintained with a great atmosphere - and it passed my "sniff"
test (others did not).
Staff are without exception patient, friendly; caring and interested in the residents.
The quality of catering is exceptional, I see mouthwatering meals being served. The availability of a dedicated area for family and friends to sit and meet with their resident and have the opportunity to make a drink and a chat over tea and cake is a great facility.
Entertainment is planned and caters for all tastes. I was particularly impressed when Dad expressed a wish for an activity that wasn't then provided, in very quick time it was arranged, encouraged and has become a regular feature on the calendar.

My mum has been a resident at Harbour Rise for almost three years.
As a family, we will always be indebted to the staff who continue to provide the most outstanding wonderful care service to my mum.
Every aspect of the home is impeccable. The admin team, lounge assistants, cleaning, domestic staff,
kitchen staff, mini bus drivers/ maintenance staff, the carers , and every other person that works at Harbour Rise always go that extra mile.
The cleanliness of the home is outstanding and the atmosphere is happy and welcoming.
The food from breakfast to supper and all meals in between are delicious and fulfilling. There is always such a variety.
Harbour Rise always aim for perfection and they achieve this constantly. They go above and beyond for all residents and their family.
The summer Garden Party is fab , with amazing raffles and fabulous entertainment.
Nothing is ever too much trouble.
I would always choose Harbour Rise !!!

Harbour Rise is an exemplar in quality care. The Home is clean, bright and welcoming with staff who are exceptionally well trained in their roles, and who are caring, responsive, kind, respectful and clearly value and are valued for what they do.
Everything is thought about and nothing is too much
trouble. We were treated with such kindness while dad was at Harbour Rise and he benefited in so many ways from being there. We cannot recommend them highly enough.

Hello, I’m Julia! I joined Harbour Rise in August 2021, having previously managed an Outstanding-rated homecare company and then transitioning to managing Residential Care several years ago. I’m dedicated to providing high-quality care and enjoy taking a proactive approach in my work. I love spending time with the wonderful people at Harbour Rise, listening to their stories, and ensuring that their care aligns with their wishes and what matters most to them. Originally from a fishing town in Southern Ireland, I’ve always lived near the sea, and being by the water never fails to make me feel happy and calm, so working at Harbour Rise feels like a perfect fit. I love spending time with my husband, our three daughters, and our two wonderful grandchildren. I relax by reading, especially historical novels, and good mystery stories, and if I can listen to my book whilst walking along by the sea, then that is even better!

Although I was born and educated in France (Angers University) and Yorkshire (Hull University), I have now spent more time living in the UK than in France! I have been the joint director and owner of Harbour Rise since 2007, working very closely with my husband Mark, who was born in Marldon, Paignton. Working at Harbour Rise gives me a real sense of achievement as I love to be involved in a team of passionate and dedicated staff who give nothing but their best to our lovely residents.


I am also the very proud mother of three lovely and lively boys. Football seems to be the main thing we talk about at home, so in my spare time I love to go out with friends, go shopping and prepare a nice meal for all of us to enjoy! If I can, I also love to turn my phone off and get stuck into a great book!

Mark Edwards

I was born in Paignton, and although I worked in finance in London for 20 years, I was delighted to return to Devon to raise my family of 3 boys and further develop and improve Harbour Rise.


We have owned Harbour Rise since 2007, and as well as caring for many wonderful residents, we have transformed the home from 22 to 44 bedrooms, and I believe there is not an inch that we have not renovated or improved! I love the warmth and atmosphere of the home. Although the care industry can be stressful, I enjoy seeing our staff and residents looking happy and thriving – this is our biggest achievement.


Outside of work, I love to be busy with water sports, cycling and of course football! Watching my sons play football is my favourite part of the weekend, as well as watching Arsenal and Plymouth Argyle.
I enjoy a glass of red wine in the winter and a pastis in the summer, love to spend time off in France, where I still try to improve my French.

Hello, I’m Laura! I have had the pleasure of working at Harbour Rise for the past 20 years, during which I’ve taken on a variety of roles, gaining a wealth of experience and knowledge along the way. For just over a year now, I’ve been providing managerial support, a role I find both engaging and rewarding.


Outside of work, I’m a proud mother of three wonderful children who bring immense joy to my life. Our family has recently grown with the addition of Bertie, our beautiful Cockapoo puppy, who has quickly become a beloved member of our household.


In my free time, I love spending quality moments with family and friends, going for walks, and diving into a good book.

Tash Wilkins

Job Title: Head of Care Joined: 1998

I started my career in 1998, working in the laundry at Harbour Rise. Over the years, I’ve taken on many different roles and eventually became Head of Care when Mark and Cecile took over the business in 2007. I’ve seen many changes to the home and feel privileged to have been part of its journey. One job I’ll never do, though, is drive the bus—driving’s not exactly my favourite hobby.


When I first started, I was young, free, and single. During my time here, I met and married my husband, Ken, and we now have one son who is an adult. I love getting to know our residents and their families, and I truly believe Harbour Rise is one big family.


Outside of work, I have a busy social life. I enjoy spending time with my family and friends, going on trips, and attending concerts—especially Take That. I also love going for walks, especially when there’s a nice pub at the end for a relaxing lunch!

Hi, I’m Hayley. I joined Harbour Rise in January 2023. I previously worked for NRS Healthcare for 10 years. I love my role at Harbour Rise, overseeing everything Daycare – I am very proud of the relationships I have built up with our Daycare guests, their families and the professionals.


I have lived in Paignton for 27 years. I am a very busy Mum of 4 crazy children. In my spare time, I love to eat out, spend time with my family, kayak, swim and do coastal trekking with my youngest daughter, Lexi, who is very well known at Harbour Rise.

Hi, I’m Lisa. I joined Harbour Rise in August 2021, following 3 three years working in an admin role for the Community Neuro Rehab Team at Newton Abbot/Paignton hospital. I liaised with physios, OT’s, families, and patients following their strokes and other brain injuries. I really enjoy working at Harbour Rise as every day is completely different. I am lucky to meet so many interesting people, including our residents, their families, and my colleagues. Remembering everybody’s names at times is skilful!


I have played skittles for over 40 years in Newton Abbot, where I live and enjoy socialising with the team. I have a lovely husband and two children in their twenties, and I love spending time with my family and friends. I also love travelling, and over the next few years, my dream is to see the world. I am partial to chocolates and fine red wine!

Hello, my name is Karmen, and I joined Harbour Rise in 2023, bringing 15 years of administration and organisational experience with me. My favourite role within my job is meeting and chatting with the residents, finding out all about their lives and interests.
