We cannot recommend Harbour Rise enough. Our mum initially attended Day Care and then had a couple of weeks respite following an operation earlier in 2024. Mum was keen to increase her Day Care to 6 days a week as she enjoyed it so much. Following a hospital stay, Harbour Rise was the obvious choice
for mum as she loves it there. Right from the start, we were impressed with the excellent response from our email enquiry and the speedy response to all email contact. We have been treated very well and we know mum has been, as she tells us she is being very well looked after. Mum has been a very happy resident since August 2024. She enjoys the activities, all of her meals and the snacks provided.
Harbour Rise is beautifully presented, very clean and a pleasure to visit as we are made to feel very comfortable and welcome by the wonderful staff who are always friendly and very kind. Our children and families are also happy to visit due to the lovely cafe area they can sit and enjoy the visit.

My mother-in-law has recently enjoyed 3 weeks respite care following a fall. Due to the expert care and endless kindness of the staff at Harbour Rise, she has come home feeling and looking like a million dollars. The home is beautiful with fantastic facilities. She has been treated with such kindness,
dignity and respect.
Visiting the home, with 2 young children, was a pleasure too and all the small touches, like a cafe for visitors and treats for the children made it feel like a home away from home. Thank you to all the amazing staff at Harbour Rise - you are incredible.

I arrived at Harbour Rise with some trepidation to be met by the manager. I was taken to my room and settled in with quiet efficiency and the minimum of fuss. After a traumatic accident in a foreign country and temporarily in wheelchair coming here for my recovery and respite was absolutely the right
decision.
During my stay all of the staff have treated me with respect, kindness and the total understanding of my needs as they evolved. I have been encouraged and supported to take the steps to aide my full recovery.

My mother-in-law was lonely, she is not independent and most of her friends had passed. We had heard about the Harbour Rise Day Centre, and suggested to mum she might like to give it a try so that she could interact with people other than just ourselves. Initially, she wasn't keen, but after her first
visit said she had really enjoyed herself and was looking forward to going back again.
A couple of months later she stayed for 2 weeks whilst we had a holiday. On her return home, she was so enthused about all the activities arranged and the lovely staff, that she asked us to arrange for her to reside permanently.
We have nothing but praise for all the staff who work there, it really is the most wonderful care home, with the emphasis truly on care. We are kept up to date on everything that happens, both personal to Mum and all the different things they have arranged for residents and families/friends alike.
We would highly recommend Harbour Rise to anyone wanting the best for their loved ones.

My mum is a resident at Harbour Rise. Having lived in her own home until the age of 94, I was so unhappy and feared the thought of her going into a home. All that worrying was really not necessary. As soon as me and my mum walked through to the conservatory we were both so taken aback and happy. It
is such a lovely, caring and family home. The attention and care from all the staff is so caring and lovely. When I visit my mum we always sit in the cafe it is so homely, you can help yourself with tea and cake, mum likes a cake. When I leave I take Mum to the lounge, where they play games, do arts and crafts she especially loves the entertainment she loves dancing, singing and also really enjoys her meals she so looks forward to that, she never mixed with people where she lived before, she is so happy, the staff are angel's and so lovingly caring. I'm so overwhelmed when I leave her to know in my heart how happy my mum is. Thank you.

We knew Harbour Rise was a special place when we first came to look around but didn't anticipate just how remarkable the work the staff do do is. At Harbour Rise our loved one had a home where he felt safe, secure and cared for, which was what we were striving for, but in addition he was offered so
much more. So many staff took time to truly get to know him, talk to him about his interests, find ways to remedy challenges that his care presented and shape his days in a way that was comfortable to him. This all shows a level of that care extends far beyond practical needs. Our loved one always started every visit by telling us how wonderful the staff all were and how great the food was, the highest of praise from someone who had particularly high standards!

Dad was a very fit, sociable and young 69 year old when he had a big stroke whilst skiing. The long term effects of his stroke left him with several deficits, along with the rapid incoming vascular dementia and Alzheimer's. This was really hard to acknowledge and see. Dad lived with Mum ,who very quickly
became his primary fulltime carer. To allow Mum some respite, Dad would visit us in Devon. With 2 children u5 and working, I decided to approach Harbour Rise to explore day care. I was greeted with huge warmth, compassion and kindness from the staff team. Dad attended a few days a week on his visits with an excellent minibus service. He was excited to go and loved the activities and visitors playing music and bringing rare animals etc. As his condition declined Dad needed 2 week respite. This was so easy to organise. His room was perfect for requirements and we knew he would be fed amazingly well, looked after and kept engaged. He thoroughly enjoyed daytrips and local walks. Weekend availability .A fantastic team who I cannot recommend and thank enough.

When my mum had a fall and needed respite care, the first place I thought of was Harbour Rise. It has a great reputation and I had heard nothing but positive reviews. From the start, I was impressed by how professional and well-organised the management team were. Quickly answering the phone, explaining
how to book a respite place and taking the time to show me the available rooms. When my mum arrived at the home she was pleasantly surprised at how spacious and comfortable her room was. The staff all made her feel welcome and were kind and considerate. They helped her with all her care needs as well as making sure she had plenty of people to talk to throughout the day. She was always well looked after and well fed with 3 delicious meals and plenty of cups of tea. There were some lovely touches, like helping to wash her hair and buying newspapers which made her feel at home. It really was a home from home and she felt safe and secure which was a big relief for both of us.

My mum-in-law was very reluctant to move to a care home. Managing very well at home on her own throughout Covid and after, we worried about her remoteness as no family lives locally. A series of bad falls led us all to realise that sadly home was no longer a safe place to be. We knew of Harbour Rise
as my late father-in-law had previously enjoyed respite care, taking up artwork for the very first time.
She has settled in really well and is now leading as full a life as possible again. With company and conversation to stimulate her. She is out and about on trips. (After Covid she had not felt confident enough to leave the house with anyone). She is eating well and regularly again and says that she really enjoys the food. With so many different activities when we phone her she is often too busy to talk for long. There are always lots of kind staff around who have time for residents and guests and there is a family feel as much as is possible. We feel she is living her best life again.

Mum has been a resident at Harbour Rise since February 2024 following a prolonged spell in hospital. Previously Mum lived independently and so moving to a care home was a big decision. Everyone at Harbour Rise made Mum feel very welcome, they really made sure she was well cared for after a long car
journey to Devon from Surrey; they couldn't do enough for her, and especially reassured her as she was very anxious when she arrived. Everyone was so accommodating helping to make Mum's room feel like home from home; Mum particularly loves having photos of family and the staff were so lovely in making sure Mum had everything she wanted and needed. Visiting Mum at Harbour Rise is a pleasure, all staff are so welcoming and I really feel like they have got to know Mum very quickly, and we are always made to feel welcome. The garden party was wonderful, and Mum enjoyed having us all there. She particularly enjoys the trips out, and talks about her adventures. A wonderful place to live.

My dad has been a resident at Harbour Rise since the end of April. He previously lived at home alone, but a serious fall meant that was no longer an option. This has been difficult for me as I do not live in the UK, but thankfully my brother and sister found Harbour Rise, and this care home has exceeded
all my expectations!
The location is perfect, with stunning views. The moment you walk in, you just know your loved one is in a safe, caring and healthy environment. Dad (92) has adapted so well to life in his new "home", mainly due to the staff, who are polite, caring, friendly, service-minded and attentive. In addition to the high level of care, I love all the activities/entertainment they organise for the residents, and the frequent updates to family (much appreciated, especially when I live so far away). We recently attended the garden party, which was a wonderfully joyous event, where we were made to feel so welcome. A huge thank you to the Harbour Rise team for all you do!

After a fall at home and a number of weeks in hospital, my sisters and I decided that a care home was the only option for our 92-year-old father.
A visit was arranged the same day we enquired and after seeing all the lovely, bright, clean rooms and an abundance of friendly staff and smiling residents
we knew that Harbour Rise was a place that Dad would be safe and well cared for.
On the day of arrival we were introduced to numerous staff who went out of their way to make Dad feel welcome and, after a tour of all the facilities, was settled into his room with his personal belongings arranged to make him feel at home.
Dad is now in his third week and each time we visit we are reassured by how much the staff know about his past, his interests and his favourite treats, as well as being encouraged to socialise and join in the various activities.
We would highly recommend Harbour Rise to anyone.

Mum became a resident at Harbour Rise in February after a hospital stay which left her much less able, and the decision was made to move her down to Devon. My daughter and I went around several homes in the area but it was an absolute no-brainer. Right from the word go on the telephone to the initial
meeting, everyone was so friendly and welcoming, and the home smelt fresh and inviting. All the staff are employed so there is a continuity of care and Mum quickly settled in and made it her new home, with pictures and shelves on the wall to a few bits of small furniture, nothing has been too much trouble for the team at Harbour Rise. A wide variety of entertainment and activities from a harpist to a knitting group, a singing duo to exercise, and open worship, Mum is gradually finding her place within the home and making some new and interesting friends along with the lovely Staff. Many thanks to the staff and their wonderful team for making Mum and us feel so welcome.

My husband and I visited an old friend recently, now a resident at Harbour Rise. This was the first time we have visited my friend since he went into care. I am a retired physiotherapist and have had relatives in care homes locally to us in The Midlands. I visited many care homes when looking for a
suitable place for relatives and when visiting elderly friends who are now in care homes. I can honestly say I have never been in a care home with so many staff. I have been pleased to learn that no staff are agency staff. This is obviously of benefit to the residents as they receive continuity of care. The home is clean and bright. The sea views are gorgeous. The dining room laid out for lunch looked lovely with an individual place laid for everyone and flowers on the tables. The staff we met were friendly, helpful, smartly dressed in uniforms and attentive to needs. It was reassuring to see that my friend is safe and well cared for. Congratulations on such a lovely home.

My 100-year-old grandad is a resident at Harbour Rise. Having lived in his own home to age 99, we feared what a move into residential care would mean for him, we needn’t have had that worry about Harbour Rise. The attention, care, fun, enrichment, support and love he receives from the staff have blown
us away as a family. All of the staff take a special interest in knowing him and go out of their way to share their insights, fun moments and experiences with us. I didn’t know what to expect from visits, but it’s always informal, inclusive and accommodating - Harbour Rise ask you to treat it as a home-from-home and you really can.
He celebrated his 100th birthday at Harbour Rise in December 2023, having been a resident for a few months. It was a wonderful, special and memorable occasion that Harbour Rise was happy for us to host in their family room/cafe. The staff went out of their way to make it so special for him and us and supported us with catering and decorating.
I know as a family how happy we are to have found Harbour Rise.

My mother recently moved into Harbour Rise after a couple of months of attending daycare at the home. On the day of transition into full-time care, both she and I were made to feel very welcome, and she was helped to settle into a new routine over a couple of weeks. It was a hard decision to make to
move my mum into care, but the process has been simple and minimal hassle for both of us. The staff are always very kind and caring towards my mum, and I cannot fault the care that she receives. She has a really lovely room with great views of Torbay, and we have been able to add personal touches to her room e.g. small furniture and pictures on the walls. She has been able to enjoy lots of activities during the day, and there was an extensive programme of activities over the Christmas period. I feel very lucky to have found a place that provides for her needs, and I would not hesitate to recommend the home to others.

I just wanted to send a review about Harbour Rise.
My mother was admited into hospital after an incident in December 2022, on discharge as a family we found Harbour Rise and arranged for Mum to go straight there.
From day 1 the team over there could not have been more helpful and caring. Mum needed
a lot of attention a year ago and nothing was too much. She has recovered very well in the following 12 months and that is all down to the support, nutrition and just general sense of comfort that is over there.
The staff are all super friendly and can't do enough for the residents. The food looks fantastic and Mum loves it.
The regular updates, photos and events are all just part of what makes this an ideal home for mum.
Plenty of hard work goes into making it all look very easy. I'd happily recommend Harbour Rise to anyone in the need of a first-rate care home.

Harbour Rise excels in providing
a diverse range of daily activities, from staff-led initiatives to performances by various singers, bands, a harpist, exercise sessions led by a dedicated instructor and even visits from an animal man who brings small petting animals. Regular trips in the minibuses, family dinners and weekly worship are just a few of the other events that further contribute to a strong sense of community.
The ability to communicate with my aunt via video calling has been invaluable. We have both greatly benefited from being able to see each other and have a good chat.

It was a tough decision to find care for my very independent aunt, but Harbour Rise stood head and shoulders above the competition.
Like every family we want the best care for our relatives and for them to be treated as the individual that they are, with the dignity and respect they deserve. We’ve
seen this happen at Harbour Rise and we felt at ease handing over her care to the team.
We were concerned at first about how she’d settle but it didn’t take her long. We would go to visit her and she would wander off back to the lounge to be back with her new friends, chatting and laughing and completely oblivious to us being there! We couldn’t have wished for anything better! To see her happy was the best gift. She always looks clean and well put together, hair done and painted nails. From living on her own to being with people whenever she wants to, has done her so much good. The stimulation has made such a difference to her communication skills and she seems so animated and lively.

Julia Welch

Job Title: Registered Manager Joined: 2021

Hello, I’m Julia! I joined Harbour Rise in August 2021, having previously managed an Outstanding-rated homecare company and then transitioning to managing Residential Care several years ago. I’m dedicated to providing high-quality care and enjoy taking a proactive approach in my work. I love spending time with the wonderful people at Harbour Rise, listening to their stories, and ensuring that their care aligns with their wishes and what matters most to them. Originally from a fishing town in Southern Ireland, I’ve always lived near the sea, and being by the water never fails to make me feel happy and calm, so working at Harbour Rise feels like a perfect fit. I love spending time with my husband, our three daughters, and our two wonderful grandchildren. I relax by reading, especially historical novels, and good mystery stories, and if I can listen to my book whilst walking along by the sea, then that is even better!

Job Title: Director Joined: 2007

Although I was born and educated in France (Angers University) and Yorkshire (Hull University), I have now spent more time living in the UK than in France! I have been the joint director and owner of Harbour Rise since 2007, working very closely with my husband Mark, who was born in Marldon, Paignton. Working at Harbour Rise gives me a real sense of achievement as I love to be involved in a team of passionate and dedicated staff who give nothing but their best to our lovely residents.


I am also the very proud mother of three lovely and lively boys. Football seems to be the main thing we talk about at home, so in my spare time I love to go out with friends, go shopping and prepare a nice meal for all of us to enjoy! If I can, I also love to turn my phone off and get stuck into a great book!

Mark Edwards

Job Title: Director Joined: 2007

I was born in Paignton, and although I worked in finance in London for 20 years, I was delighted to return to Devon to raise my family of 3 boys and further develop and improve Harbour Rise.


We have owned Harbour Rise since 2007, and as well as caring for many wonderful residents, we have transformed the home from 22 to 44 bedrooms, and I believe there is not an inch that we have not renovated or improved! I love the warmth and atmosphere of the home. Although the care industry can be stressful, I enjoy seeing our staff and residents looking happy and thriving – this is our biggest achievement.


Outside of work, I love to be busy with water sports, cycling and of course football! Watching my sons play football is my favourite part of the weekend, as well as watching Arsenal and Plymouth Argyle.
I enjoy a glass of red wine in the winter and a pastis in the summer, love to spend time off in France, where I still try to improve my French.

Laura Harding

Hello, I’m Laura! I have had the pleasure of working at Harbour Rise for the past 20 years, during which I’ve taken on a variety of roles, gaining a wealth of experience and knowledge along the way. For just over a year now, I’ve been providing managerial support, a role I find both engaging and rewarding.


Outside of work, I’m a proud mother of three wonderful children who bring immense joy to my life. Our family has recently grown with the addition of Bertie, our beautiful Cockapoo puppy, who has quickly become a beloved member of our household.


In my free time, I love spending quality moments with family and friends, going for walks, and diving into a good book.

Tash Wilkins

Job Title: Head of Care Joined: 1998

I started my career in 1998, working in the laundry at Harbour Rise. Over the years, I’ve taken on many different roles and eventually became Head of Care when Mark and Cecile took over the business in 2007. I’ve seen many changes to the home and feel privileged to have been part of its journey. One job I’ll never do, though, is drive the bus—driving’s not exactly my favourite hobby.


When I first started, I was young, free, and single. During my time here, I met and married my husband, Ken, and we now have one son who is an adult. I love getting to know our residents and their families, and I truly believe Harbour Rise is one big family.


Outside of work, I have a busy social life. I enjoy spending time with my family and friends, going on trips, and attending concerts—especially Take That. I also love going for walks, especially when there’s a nice pub at the end for a relaxing lunch!

Hayley Hamling

Job Title: Office Coordinator Joined: 2023

Hi, I’m Hayley. I joined Harbour Rise in January 2023. I previously worked for NRS Healthcare for 10 years. I love my role at Harbour Rise, overseeing everything Daycare – I am very proud of the relationships I have built up with our Daycare guests, their families and the professionals.


I have lived in Paignton for 27 years. I am a very busy Mum of 4 crazy children. In my spare time, I love to eat out, spend time with my family, kayak, swim and do coastal trekking with my youngest daughter, Lexi, who is very well known at Harbour Rise.

Lisa Screech

Job Title: Office Coordinator Joined: 2021

Hi, I’m Lisa. I joined Harbour Rise in August 2021, following 3 three years working in an admin role for the Community Neuro Rehab Team at Newton Abbot/Paignton hospital. I liaised with physios, OT’s, families, and patients following their strokes and other brain injuries. I really enjoy working at Harbour Rise as every day is completely different. I am lucky to meet so many interesting people, including our residents, their families, and my colleagues. Remembering everybody’s names at times is skilful!


I have played skittles for over 40 years in Newton Abbot, where I live and enjoy socialising with the team. I have a lovely husband and two children in their twenties, and I love spending time with my family and friends. I also love travelling, and over the next few years, my dream is to see the world. I am partial to chocolates and fine red wine!

Karmen Pateman

Job Title: Office Coordinator Joined: 2023

Hello, my name is Karmen, and I joined Harbour Rise in 2023, bringing 15 years of administration and organisational experience with me. My favourite role within my job is meeting and chatting with the residents, finding out all about their lives and interests.


Outside of work, I have 4 beautiful children, a very lovely Husband and 2 dogs, all of whom keep me very busy. My weekends are mainly spent watching my 2 Sons play football, come rain or shine. When I do get some free time, I love to travel, eat Italian food and sip a nice glass of prosecco.
