My mum of 89 needed respite care post-surgery and was placed at Harbour Rise for recovery. This beautifully maintained bright care home has not only been a lovely place for my mum to stay, live and recover but has provided me and my family with peace of mind that she is safe and well cared for. It has
been a lovely place for the family to visit her with a modern self-service cafe area to meet in if not in her room.
The staff are super friendly and genuinely care for their elderly residents as though they were family, developing relationships with them as individuals.
Everything possible is done to make living there as enjoyable as can be for the residents, including accommodating special requests from the family.
The management team are readily available to respond to any issues that arise and respond quickly and efficiently. They communicate well both personally and through a weekly email with photos of things that are going on in the home. Their care is of the highest standard.

Mum has just passed after spending the last three and a half years at Harbour Rise. From the word go it was obvious the whole team were dedicated, friendly, helpful, kind and compassionate, this didn't waver at all. The home is always warm and welcoming. Mum was very settled and content within the Harbour
Rise family. The team were, as always, amazing in the last days of mums life, also enabling us to stay with her 24/7 until the end, something we will always be very grateful for.

My Dad was adamant he wouldn't go in a nursing home, but he was 95 years and living on his own (with full support from his family) but he was getting very down and to me was losing his sparkle. I personally felt that going to Harbour Rise day care for just one day he would see how much he would love
the company he agreed that he would try one day (he absolutely loved it) and the next week wanted to go for two days. He sadly due to an ongoing infection in his foot started to need twenty four hour care. I am so pleased that Harbour Rise could accommodate him and he was very happy to be there sadly he died due to his ongoing foot infection.
I am so grateful for the care and support that Harbour Rise gave my dad but really sad that I had not been able to convince my dad earlier to go as he thought it was a wonderful place and had got his sparkle back.

My auntie has lived at Harbour Rise Care Home for the last three months and we couldn't be happier. She had attended the homes day care centre and had got to know the home and the staff in mid-2022 and really liked it. She is quite a character and she settled so well, enjoying the food and the home
has accommodated her love of beer which she has with lunch and dinner.
My auntie is a social lady and has made lots of friends at the home and she has enjoyed the activities and the trips out. She has lovely banter with the staff who are so caring and always have time for her and for myself when I visit. I have never seen her so happy.

My dad has been in this home for a month, and all the staff have made him feel so welcome and helped him settle in. A huge change from living independently at home which he could no longer manage. We really enjoyed the Christmas market event where the staff had made such an effort to decorate the home
and create a lovely warm, joyful evening which we both loved. He is settling in well and starting to feel confident in joining in with trips out. Enjoying the carol service in Paignton this week. Thank you so much to this amazing team for the personal care and attention to his needs that have made such a positive difference to his well-being.

My sister and I recently had to use Harbour Rise as an emergency respite, to care for my mother, whilst my father was in a local hospital. We both live away and the care home gave us absolute peace of mind, at a very difficult time, when we also had the care of other family members emerging at the same
time, in other parts of the country. It could have been a terrible outcome. However, Harbour Rise was there for us. My mother's medications and personal care were carried out with utmost professionalism, but also there was kindness and care, not only shown to my mother, but also towards family members. The care staff gave up their own time for my mother to make an important appointment. The experience we had, has been heartwarming and reassuring, that such care is still accessible. Thank you so much Harbour Rise and the team.

My father is 91 years of age and was admitted to the hospital with heart failure, and this is now life-limiting. My parents have been married for 70 years and never lived apart. My father had a negative perception of all care, referring to them as institutions. Due to the recent emergency, he was unable
to care for Mum, and we needed somewhere safe and caring while Dad's needs were met in the hospital. Harbour Rise came to our rescue! We were reassured that Mum would be looked after. The staff and the manager went over and beyond their role to provide a safe haven while Dad recovered. My dad was able to visit, and I could see that his preconceptions started to dissolve. Dad realised he now needed help so Mum's needs could be met sensitively and safely. As a family, we are so grateful for the proactive and responsive approach of the staff at Harbour Rise, who thoroughly deserve their CQC Outstanding rating. You have demonstrated that you are compassionate and empathetic to service users and their families. Thank you.

Every member of staff looked after my grandparents amazingly! The place feels like a home from home. Nothing was every too much trouble. They made my grandads last few days comfortable and this meant my grandma could spend that time with him too. Thank you for all your help in the care you have given.
I have not known a care home like it.

My Nan moved into Harbour Rise 3 weeks ago to be near my mum and I as she was living over 3 hours away and her Alzheimer's is getting worse. She has settled in well, when I visit her she tells me how nice the food is and the carers are lovely. She is always well presented when I visit and enjoys our
cups of tea together.

My mother moved into Harbour Rise four weeks ago it was a huge wrench for her to leave her home and the country she had lived in all her life. When we arrived there was a welcome card and flowers in Mum's room. Mum has Alzheimer's and does not realise the level of care and support she needs in it's
early days for her. The staff are lovely and doing all they can to make her feel at home she has a board in her room reminding her when my daughter and I are visiting which helps. As the weeks move on Mum is becoming a lot less anxious she tells me the staff are lovely the food is good and everyone is very kind. I can see for myself Mum is very well looked after and that is a great relief to me. Living on her own at home Mum's anxieties were through the roof for the first time since I can remember Mum is not biting her nails which is a clear indication to me she is feeling a lot less anxious. My daughter is painting her nails next week she has asked for pale pink nothing gaudy.

My Mum was a resident in Harbour Rise for more than five years before she passed away in August 2022 at the great age of 99 years having had the very best care it was possible to have for all of those years. She was loved and treated like family by all the staff and my Dad visited every day and was
fed and looked after so kindly. He became very ill in 2019 and the manager immediately arranged for him to have a room close to Mum. During Dad's illness Mum was taken to his room to visit every day. He died peacefully, the same nurse took care of me then as she did this August when Mum died, again peacefully. At Christmas one member of staff bought her a beautiful little Christmas Tree and put it in her room as she could no longer access the communal rooms.
Over these past five years Harbour Rise turned a difficult and frightening situation for our family into a calm and peaceful solution to all our fears. We are eternally grateful for the way they loved and cared for Mum and Dad. Thank you.

I cannot thank you enough for taking such wonderful care of my father before he sadly passed away peacefully at the end of August. All of your staff were incredibly kind and caring. You welcomed him into the home with open arms and went above and beyond to ensure that his last few days were as comfortable
as possible. Your staff were all Angels. You then took sure great care of my mum at such a difficult time, with endless hugs and cups of tea. On top of that your staff always asked me how I was when I came to visit and you made the rest of the family so welcome. It has not been an easy few weeks, but you made my life so much easier, as I knew my mum was safe and happy. She made so many friends. She cried when she first went in, as she did not really want to be there, but then she cried when she left, as she felt such a part of the family. She is still coming back at least one day a week to meet up with the friends she has made. She loved the food, especially the homemade rice pudding!

My mother was a resident for just three months having come from a different care home, but the positive difference in her confidence and happiness cannot be understated. As her time there was during the more stressful period of the pandemic, it is a testament to the owners (very hands-on and very attentive
to her needs) and all of the staff. My mother went from very unhappy and depressed to the most positive and happy I have known since I was a child. I cannot thank or recommend highly enough the home and its entire team. Should I find myself or any of my relatives in a similar position, I would not hesitate to use the home's services again. Genuinely outstanding in every way.

We really worried about Mum’s health a few months ago but thanks to the wonderful care of the Harbour Rise team she has recently blossomed and has gone from being bed ridden to enjoying outings on the bus around the South Hams and Torbay.
The staff from the domestics to the care staff to the kitchen
staff, the whole team are very friendly and clearly know my Mum and her care needs. The management couldn’t be better at letting me know how Mum’s health is and any appointments and issues – no matter how small.
I was particularly grateful to Harbour Rise when I was poorly myself earlier this year and I couldn’t visit. The communication was so good and so efficient. I was so grateful to the home for buying flowers on Mother’s Day as I couldn’t visit, and my brother lives abroad. The home bought a beautiful bouquet and filled in a Mother’s Day card on my behalf. The home also paid for it and insisted on doing this given I was poorly.
My family and I couldn’t be happier with the care offered.

I live in Germany and My Mom has been in Harbour Rise since 1st September 2020, it was the best decision I ever made. The whole staff at Harbour Rise are fantastic, they show my Mom the best loving care that she could ever wish for.
The activities are amazing, there is always something going on, and
the residents have a great time. I can without any doubt recommend Harbour Rise to anyone that has a loved one that needs caring for.

My dad has been at Harbour Rise since 2019. It was a difficult decision, but his care since the start has been outstanding. The staff (many of whom have been there for a number of years) have all got to know dad really well: they know he likes his food, watching sport, taking part in quizzes, singing
along to the entertainers, and watching the passers-by from the balcony. The carers put on an amazing range of activities in the lounge, and there is no end to the stimulation residents receive. Harbour Rise was brilliant during the lockdowns: they quickly organised visiting pods, and a booking-in service meant that visits could go ahead regularly. We are kept fully up to date with dad’s medical needs, dental appointments, chiropody and barbering – all taken care of by HR. The accommodation is modern, light and airy, and spotlessly clean. I would have no hesitation in recommending Harbour Rise to anyone looking for a home for their loved one.

Just wanted to say a big thank you to Harbour Rise for looking after our mom so well. During the pandemic, they did an amazing job keeping Covid out of the home; it was only when all the rules were relaxed that they had a few cases.
Mom has been very happy living there for over three years now; the
staff are all very friendly and attentive and often do things in their own time. The other day, one lovely carer who seems very fond of our mom, took her to the zoo for the day, where they both had a wonderful time. The weather was perfect so the animals were all out and about, and Mom even had fish and chips in the restaurant there.
I wouldn’t hesitate to recommend Harbour Rise to anyone looking for a care home.

I am writing to say I was very pleased with the way Harbour Rise Care Home cared for my dear friend who spent some considerable time at the home. On my visits, I was warmly welcomed by the staff and my friend always looked well cared for. I could ask any questions and always had honest answers. So I

My 90-year-old Nan moved to Harbour Rise back in September of 2021. We were hugely impressed with how airy and bright, how lovely and clean and modern it is throughout the home and no smell of urine! Her room was beautiful and nothing was too much trouble ever. I can not speak highly enough of all of
the Harbour Rise team, from the owners who are there 24/7 and very much involved in the day to day running; to the fabulous management team; to the wonderful careers, kitchen staff, cleaners, laundry ladies, maintenance boys... the list goes on. Everyone at Harbour Rise goes above and beyond. Big shout out to staff in the office who was a huge support to both Mum and I, and Nan's partner who Nan adored and would of married if she could of.
If you are at all worried about moving your loved one into a residential home I can assure you 110% you will not have anything to worry about at HR. They become your family. Thank you Harbour Rise for all your efforts.

Julia Welch

Job Title: Registered Manager Joined: 2021

Hello, I’m Julia! I joined Harbour Rise in August 2021, having previously managed an Outstanding-rated homecare company and then transitioning to managing Residential Care several years ago. I’m dedicated to providing high-quality care and enjoy taking a proactive approach in my work. I love spending time with the wonderful people at Harbour Rise, listening to their stories, and ensuring that their care aligns with their wishes and what matters most to them. Originally from a fishing town in Southern Ireland, I’ve always lived near the sea, and being by the water never fails to make me feel happy and calm, so working at Harbour Rise feels like a perfect fit. I love spending time with my husband, our three daughters, and our two wonderful grandchildren. I relax by reading, especially historical novels, and good mystery stories, and if I can listen to my book whilst walking along by the sea, then that is even better!

Cecile Edwards

Job Title: Director Joined: 2007

Although I was born and educated in France (Angers University) and Yorkshire (Hull University), I have now spent more time living in the UK than in France! I have been the joint director and owner of Harbour Rise since 2007, working very closely with my husband Mark, who was born in Marldon, Paignton. Working at Harbour Rise gives me a real sense of achievement as I love to be involved in a team of passionate and dedicated staff who give nothing but their best to our lovely residents.


I am also the very proud mother of three lovely and lively boys. Football seems to be the main thing we talk about at home, so in my spare time I love to go out with friends, go shopping and prepare a nice meal for all of us to enjoy! If I can, I also love to turn my phone off and get stuck into a great book!

Mark Edwards

Job Title: Director Joined: 2007

I was born in Paignton, and although I worked in finance in London for 20 years, I was delighted to return to Devon to raise my family of 3 boys and further develop and improve Harbour Rise.


We have owned Harbour Rise since 2007, and as well as caring for many wonderful residents, we have transformed the home from 22 to 44 bedrooms, and I believe there is not an inch that we have not renovated or improved! I love the warmth and atmosphere of the home. Although the care industry can be stressful, I enjoy seeing our staff and residents looking happy and thriving – this is our biggest achievement.


Outside of work, I love to be busy with water sports, cycling and of course football! Watching my sons play football is my favourite part of the weekend, as well as watching Arsenal and Plymouth Argyle.
I enjoy a glass of red wine in the winter and a pastis in the summer, love to spend time off in France, where I still try to improve my French.

Laura Harding

Job Title: Managerial Support Joined: 2008

Hello, I’m Laura! I have had the pleasure of working at Harbour Rise for the past 20 years, during which I’ve taken on a variety of roles, gaining a wealth of experience and knowledge along the way. For just over a year now, I’ve been providing managerial support, a role I find both engaging and rewarding.


Outside of work, I’m a proud mother of three wonderful children who bring immense joy to my life. Our family has recently grown with the addition of Bertie, our beautiful Cockapoo puppy, who has quickly become a beloved member of our household.


In my free time, I love spending quality moments with family and friends, going for walks, and diving into a good book.

Tash Wilkins

Job Title: Head of Care Joined: 1998

I started my career in 1998, working in the laundry at Harbour Rise. Over the years, I’ve taken on many different roles and eventually became Head of Care when Mark and Cecile took over the business in 2007. I’ve seen many changes to the home and feel privileged to have been part of its journey. One job I’ll never do, though, is drive the bus—driving’s not exactly my favourite hobby.


When I first started, I was young, free, and single. During my time here, I met and married my husband, Ken, and we now have one son who is an adult. I love getting to know our residents and their families, and I truly believe Harbour Rise is one big family.


Outside of work, I have a busy social life. I enjoy spending time with my family and friends, going on trips, and attending concerts—especially Take That. I also love going for walks, especially when there’s a nice pub at the end for a relaxing lunch!

Hayley Hamling

Job Title: Office Coordinator Joined: 2023

Hi, I’m Hayley. I joined Harbour Rise in January 2023. I previously worked for NRS Healthcare for 10 years. I love my role at Harbour Rise, overseeing everything Daycare – I am very proud of the relationships I have built up with our Daycare guests, their families and the professionals.


I have lived in Paignton for 27 years. I am a very busy Mum of 4 crazy children. In my spare time, I love to eat out, spend time with my family, kayak, swim and do coastal trekking with my youngest daughter, Lexi, who is very well known at Harbour Rise.

Lisa Screech

Job Title: Office Coordinator Joined: 2021

Hi, I’m Lisa. I joined Harbour Rise in August 2021, following 3 three years working in an admin role for the Community Neuro Rehab Team at Newton Abbot/Paignton hospital. I liaised with physios, OT’s, families, and patients following their strokes and other brain injuries. I really enjoy working at Harbour Rise as every day is completely different. I am lucky to meet so many interesting people, including our residents, their families, and my colleagues. Remembering everybody’s names at times is skilful!


I have played skittles for over 40 years in Newton Abbot, where I live and enjoy socialising with the team. I have a lovely husband and two children in their twenties, and I love spending time with my family and friends. I also love travelling, and over the next few years, my dream is to see the world. I am partial to chocolates and fine red wine!

Karmen

Karmen Pateman

Job Title: Office Coordinator Joined: 2023

Hello, my name is Karmen, and I joined Harbour Rise in 2023, bringing 15 years of administration and organisational experience with me. My favourite role within my job is meeting and chatting with the residents, finding out all about their lives and interests.


Outside of work, I have 4 beautiful children, a very lovely Husband and 2 dogs, all of whom keep me very busy. My weekends are mainly spent watching my 2 Sons play football, come rain or shine. When I do get some free time, I love to travel, eat Italian food and sip a nice glass of prosecco.
