Harbour Rise is a delightfully situated home for older people, a short walk from seaside shops and sandy beaches.

Both long-term and respite needs are welcome, with care maintained by a team of experienced staff who help residents to make the most of a pleasing social environment and good community life.

A seating area overlooks the gardens, harbour and sea views, while residents enjoy quality home cooking to personal preference, made in a modern fitted kitchen.

I am a healthcare professional who took early retirement 10 years ago to care for my disabled wife. When I could no longer care for her at home, my wife decided she would like to be cared for in Harbour Rise nursing home and I'm so glad she did. Up to her death earlier this month, the care my wife received
was exemplary in every aspect. She was treated with the utmost care, respect, love and dignity throughout her stay and in her final days, she was very much at peace. I can now see why Harbour Rise is one of only a very few nursing homes, in the whole of the South West, to be rated "outstanding" by the Care Quality Commission. Should I ever need a nursing home in the future, I hope that there will be a place available for me at Harbour Rise.
Reply from Cecile Edwards, Owner at Harbour RiseDear Mark, thank you for your wonderful review. It was a pleasure to look after your wife, thanks for trusting us to do so. There will always be a place for you, although hopefully not too soon.

My Mum is a resident at Harbour Rise as of this year, and we are extremely happy with the quality of care she is receiving. The rooms in the home are all nicely decorated and very comfortable, and the food and drink is high quality with lots of variation. The staff are all very friendly, my Mum loves
having a chat with them. Even though it has been a tricky time during COVID-19, the staff have managed to keep everyone safe and happy, with lots of activities - including VE Day celebrations and arts and crafts - and the quality of care has not suffered in any way.
Overall, we are really thrilled with the care Mum is receiving and wouldn't hesitate to recommend Harbour Rise.

It is an excellent care home the staff make everyone feel very welcome. They are kind and caring. It is a difficult decision where a loved one needs to reside but it is like a family home. I cannot fault it everyone goes that extra mile. Throughout lockdown, they have helped reassure us that mum is
well and being kept safe. A huge relief to all. There are many friendly faces and they all help with the smooth running of the care home. I would strongly recommend this residence to anyone who is trying to source a suitable home. Thank you all.

Since taking up residence at Harbour Rise my Aunt is happier and healthier than I've seen her in years. The care she has been shown is exemplary, the owners and their staff truly care about their residents, encouraging them to participate and engage with activities and those around them. The regular
updates we get from the owners are a great comfort to our family, and the pictures of her smiling and engaging with the world are heartwarming. I would not hesitate to recommend this facility to anyone needing a safe, caring and loving place for a precious member of their family. We are very grateful to have found Harbour Rise.

Living so far away it has been an absolute pleasure to look at the website and see my relative enjoying daily life in Harbour Rise. During these unprecedented times, it has been so reassuring to see all of the residents enjoying the day to day life. The team always go above and beyond, and even with
so much doom and gloom outside of the care home, their little bubble has been a very happy place to view on the computer. Many thanks to you all.

During this very trying and difficult time, the care and attention that has been shown can only be called outstanding. Well being and activities for all the residents have been thoughtful and enabling to ensure that health and mental stimulation is to the forefront. The pictures on the web site show
the happy smiling faces enjoying the varied activities that were provided. Knowing that our step mum is very happy in her safe and secure environment is a great comfort.
Outstanding team, Harbour Rise deserves a gold star.

As I live in London and only have visits with my Dad every 2 months, the weekly updates from the home during this difficult time have been very reassuring. The staff have kept my Dad safe and well amused and the photos on the website show residents engaged in a variety of activities and having some
engagement with the local community in the way of gifts such as shellfish and takeaway. My Dad was a keen cyclist and the owner has taken the time to talk to my Dad about this and keep him included in some way with the Cycling Club. We are also able to make video calls, which my Dad has very much enjoyed.
Reply from Cecile Edwards, Owner at Harbour RiseGlad you and Dad are enjoying the video call sessions, they seem to be a great way to keep in touch during the Coronavirus. We got some hand cream from the Mid Devon Cycle Club as they raised money to support carers during the pandemic. We told Dad about it and he was thrilled.

From the moment my mum arrived, she was made to feel very welcome, and part of the Harbour Rise family.
Every visit, she was full of praise for the staff and particularly the wonderful meals.
Mum always looks clean and tidy and is happy to join in with activities, particularly difficult for her with
poor sight, but she's been encouraged and supported all the way.
Currently, in lockdown, the weekly updates and photos of residents have been very welcome and reassuring. Mum is definitely in the right place. Thank you to you all.

Mum began visiting Harbour Rise as a daycare resident in January 2019 when she needed some company following the passing of my father. She had also developed mobility issues and had begun to have falls. She started off visiting twice a week, which soon developed to five days a week. When her mobility
worsened, mum stayed for a period of two weeks for respite whilst we went on holiday as we did not feel she would be safe at home. She seemed to enjoy herself, and therefore the decision to move permanently seemed the safest option, knowing that she would be well looked after. She has now been a permanent resident for a year, and although she took some time to settle, and understand that other residents needed attention as well, I think she has realised this is her home. She has made friends with many of the members of staff. She still goes into the daycare lounge during the day as she likes the business and activities they provide.
Reply from Cecile Edwards, Owner at Harbour RiseThank you for your lovely and positive review. We are pleased that Mum is enjoying both the Care Home as well as the Day Care Centre. She is mixing well with everyone and she is doing well.

Our family were so happy with Harbour Rise when we discovered that the owner had especially bought a bird table for mum's patio. I had mentioned to him that my mum enjoyed watching the wildlife in general and this was such a nice surprise and was so thoughtful.

My father-in-law was 100 years old on 27th December. The family gathered at the home from far and wide, including New Zealand. The home allowed us to take over the dining room and accommodated the extra disruption to their normal routine and as always gave their help and support to make the occasion
very special for him and his relatives. Banners, personalised bunting, champagne glasses, were provided. Staff gathered to sing Happy Birthday and unknown to us, a video was made of the birthday boy blowing his candles out whilst family and staff sang. The video has been sent to family, what a wonderful keepsake.
Thank you to the wonderful staff at Harbour Rise Care Home in Paignton, Devon.

Every member of staff whenever I visit are cheerful, polite and friendly and take the time to talk to you.
They cannot do enough to make dads stay as good as possible.
It has made such a difference to me to know dad is safe 24 hours a day. The cost was a shock but a hotel can cost £120 a night. The
staff have said that dad's presence has helped the atmosphere of the home for the better so for us it's good value all round.
I can, will and do recommend Harbour Rise with confidence that all residents are treated with respect and care.

Since last September, this has been my home. I have Parkinson's and needed to be looked after. I am extremely happy here. All the staff are so helpful and kind. The food is excellent with a good choice. We get entertainment a couple of times a week and some of us get taken out on trips, if we are able
to move a little. The home is cosy and bright and I would recommend it to anyone.

They take the more able out in the mini-bus, which they love. They have just had a summer fayre which was

Current Review Score: 10.0 (9.967)

Overview of Review Score

The Review Score of 10 (9.967) out of 10 for Harbour Rise is based on a) the Average Rating and b) the number of positive Reviews.

  1. The Average Rating is 5.0 out of 5 from 44 Reviews in the last 24 months.
  2. The score for the number of positive Reviews is 5.0 out of 5 from 44 positive Reviews in the last 24 months.

Detailed Breakdown of Review Score

The maximum Review Score for a Care Home is 10, which is made up from the Average Rating of Reviews (maximum of 5 points) and the Number of Reviews (maximum of 5 points) in the last 24 months:

  1. 5 Points are available for the Average Rating from all Reviews in the last 24 months. The Average Rating of 4.967 for Harbour Rise is calculated as follows: ( (501 Excellents x 5) + (17 Goods x 4) ) ÷ 518 Ratings = 4.967
  2. 5 Points are available for the number of Positive Reviews in the last 24 months. A Positive Review is defined as any Review with an 'Overall Experience' of '4' or '5' (out of a max rating '5'). The 5 Points relating to the number of positive Reviews for Harbour Rise is based on 44 positive Reviews in the last 24 months and is calculated as per below:

The 5 points available are broken down as follows:

    1. 4 points are available for the first 20 Positive Reviews in the last 24 months; 3 points for the first Positive Review, 0.125 Points for each of the next four Positive Reviews, 0.05 Points for the next five Positive Reviews, and finally 0.025 Points for the next ten Positive Reviews. (1st = 3.000, 2nd = 0.125, 3rd = 0.125, 4th = 0.125, 5th = 0.125, 6th = 0.050, 7th = 0.050, 8th = 0.050, 9th = 0.050, 10th = 0.050, 11th = 0.025, 12th = 0.025, 13th = 0.025, 14th = 0.025, 15th = 0.025, 16th = 0.025, 17th = 0.025, 18th = 0.025, 19th = 0.025, 20th = 0.025) 3 + 0.125 + 0.125 + 0.125 + 0.125 + 0.05 + 0.05 + 0.05 + 0.05 + 0.05 + 0.025 + 0.025 + 0.025 + 0.025 + 0.025 + 0.025 + 0.025 + 0.025 + 0.025 + 0.025 = 4
    2. 1 point is available for the number of Positive Reviews reaching 20% of the registered maximum number of service users in the last 24 months. If this number is partially reached, then that proportion of 1 point is given. eg a Care Home registered for a maximum of 50 service users has to reach 10 Positive Reviews to receive 1 point, if it has 7 reviews it will receive 0.7 points. 20% of the 44 registered maximum number of service users is 8.8, which has been reached with 44 Positive reviews. Points = 1
  3. When a Review is submitted by someone who has previously submitted a Review, only the latest Review will count towards the Review Score.
  4. If a Care Home does not have a review in the last 24 months, then it will not have a Review Score.

Hello, I’m Julia! I joined Harbour Rise in August 2021, having previously managed an Outstanding-rated homecare company and then transitioning to managing Residential Care several years ago. I’m dedicated to providing high-quality care and enjoy taking a proactive approach in my work. I love spending time with the wonderful people at Harbour Rise, listening to their stories, and ensuring that their care aligns with their wishes and what matters most to them. Originally from a fishing town in Southern Ireland, I’ve always lived near the sea, and being by the water never fails to make me feel happy and calm, so working at Harbour Rise feels like a perfect fit. I love spending time with my husband, our three daughters, and our two wonderful grandchildren. I relax by reading, especially historical novels, and good mystery stories, and if I can listen to my book whilst walking along by the sea, then that is even better!

Although I was born and educated in France (Angers University) and Yorkshire (Hull University), I have now spent more time living in the UK than in France! I have been the joint director and owner of Harbour Rise since 2007, working very closely with my husband Mark, who was born in Marldon, Paignton. Working at Harbour Rise gives me a real sense of achievement as I love to be involved in a team of passionate and dedicated staff who give nothing but their best to our lovely residents.

I am also the very proud mother of three lovely and lively boys. Football seems to be the main thing we talk about at home, so in my spare time I love to go out with friends, go shopping and prepare a nice meal for all of us to enjoy! If I can, I also love to turn my phone off and get stuck into a great book!

I was born in Paignton, and although I worked in finance in London for 20 years, I was delighted to return to Devon to raise my family of 3 boys and further develop and improve Harbour Rise.

We have owned Harbour Rise since 2007, and as well as caring for many wonderful residents, we have transformed the home from 22 to 44 bedrooms, and I believe there is not an inch that we have not renovated or improved! I love the warmth and atmosphere of the home. Although the care industry can be stressful, I enjoy seeing our staff and residents looking happy and thriving – this is our biggest achievement.

Outside of work, I love to be busy with water sports, cycling and of course football! Watching my sons play football is my favourite part of the weekend, as well as watching Arsenal and Plymouth Argyle.
I enjoy a glass of red wine in the winter and a pastis in the summer, love to spend time off in France, where I still try to improve my French.

For just over a year now, I’ve been providing managerial support, a role I find both engaging and rewarding.

Outside of work, I’m a proud mother of three wonderful children who bring immense joy to my life. Our family has recently grown with the addition of Bertie, our beautiful Cockapoo puppy, who has quickly become a beloved member of our household.

In my free time, I love spending quality moments with family and friends, going for walks, and diving into a good book.

I started my career in 1998, working in the laundry at Harbour Rise. Over the years, I’ve taken on many different roles and eventually became Head of Care when Mark and Cecile took over the business in 2007. I’ve seen many changes to the home and feel privileged to have been part of its journey. One job I’ll never do, though, is drive the bus—driving’s not exactly my favourite hobby.

When I first started, I was young, free, and single. During my time here, I met and married my husband, Ken, and we now have one son who is an adult. I love getting to know our residents and their families, and I truly believe Harbour Rise is one big family.

Outside of work, I have a busy social life. I enjoy spending time with my family and friends, going on trips, and attending concerts—especially Take That. I also love going for walks, especially when there’s a nice pub at the end for a relaxing lunch!

Job Title: Office Coordinator Joined: 2021

Hi, I’m Lisa. I joined Harbour Rise in August 2021, following 3 three years working in an admin role for the Community Neuro Rehab Team at Newton Abbot/Paignton hospital. I liaised with physios, OT’s, families, and patients following their strokes and other brain injuries. I really enjoy working at Harbour Rise as every day is completely different. I am lucky to meet so many interesting people, including our residents, their families, and my colleagues. Remembering everybody’s names at times is skilful!

I have played skittles for over 40 years in Newton Abbot, where I live and enjoy socialising with the team. I have a lovely husband and two children in their twenties, and I love spending time with my family and friends. I also love travelling, and over the next few years, my dream is to see the world. I am partial to chocolates and fine red wine!

Job Title: Office Coordinator Joined: 2023

Hello, my name is Karmen, and I joined Harbour Rise in 2023, bringing 15 years of administration and organisational experience with me. My favourite role within my job is meeting and chatting with the residents, finding out all about their lives and interests.

Outside of work, I have 4 beautiful children, a very lovely Husband and 2 dogs, all of whom keep me very busy. My weekends are mainly spent watching my 2 Sons play football, come rain or shine. When I do get some free time, I love to travel, eat Italian food and sip a nice glass of prosecco.
