As I live in London and only have visits with my Dad every 2 months, the weekly updates from the home during this difficult time have been very reassuring. The staff have kept my Dad safe and well amused and the photos on the website show residents engaged in a variety of activities and having some engagement with the local community in the way of gifts such as shellfish and takeaway. My Dad was a keen cyclist and the owner has taken the time to talk to my Dad about this and keep him included in some way with the Cycling Club. We are also able to make video calls, which my Dad has very much enjoyed.

Reply from Cecile Edwards, Owner at Harbour Rise

Glad you and Dad are enjoying the video call sessions, they seem to be a great way to keep in touch during the Coronavirus. We got some hand cream from the Mid Devon Cycle Club as they raised money to support carers during the pandemic. We told Dad about it and he was thrilled.

From the moment my mum arrived, she was made to feel very welcome, and part of the Harbour Rise family.
Every visit, she was full of praise for the staff and particularly the wonderful meals.
Mum always looks clean and tidy and is happy to join in with activities, particularly difficult for her with poor sight, but she's been encouraged and supported all the way.

Currently, in lockdown, the weekly updates and photos of residents have been very welcome and reassuring. Mum is definitely in the right place. Thank you to you all.

Mum began visiting Harbour Rise as a daycare resident in January 2019 when she needed some company following the passing of my father. She had also developed mobility issues and had begun to have falls. She started off visiting twice a week, which soon developed to five days a week. When her mobility worsened, mum stayed for a period of two weeks for respite whilst we went on holiday as we did not feel she would be safe at home. She seemed to enjoy herself, and therefore the decision to move permanently seemed the safest option, knowing that she would be well looked after. She has now been a permanent resident for a year, and although she took some time to settle, and understand that other residents needed attention as well, I think she has realised this is her home. She has made friends with many of the members of staff. She still goes into the daycare lounge during the day as she likes the business and activities they provide.

Reply from Cecile Edwards, Owner at Harbour Rise

Thank you for your lovely and positive review. We are pleased that Mum is enjoying both the Care Home as well as the Day Care Centre. She is mixing well with everyone and she is doing well.

Our family were so happy with Harbour Rise when we discovered that the owner had especially bought a bird table for mum's patio. I had mentioned to him that my mum enjoyed watching the wildlife in general and this was such a nice surprise and was so thoughtful.

Reply from Mark Edwards, Owner at Harbour Rise

It was our pleasure and we are so happy that Mum is enjoying the bird table, we have now added a water bath too which we hope she also enjoys.

My father-in-law was 100 years old on 27th December. The family gathered at the home from far and wide, including New Zealand. The home allowed us to take over the dining room and accommodated the extra disruption to their normal routine and as always gave their help and support to make the occasion very special for him and his relatives. Banners, personalised bunting, champagne glasses, were provided. Staff gathered to sing Happy Birthday and unknown to us, a video was made of the birthday boy blowing his candles out whilst family and staff sang. The video has been sent to family, what a wonderful keepsake.

Thank you to the wonderful staff at Harbour Rise Care Home in Paignton, Devon.

Reply from Mark Edwards, Owner at Harbour Rise

Every member of staff whenever I visit are cheerful, polite and friendly and take the time to talk to you.
They cannot do enough to make dads stay as good as possible.
It has made such a difference to me to know dad is safe 24 hours a day. The cost was a shock but a hotel can cost £120 a night. The staff have said that dad's presence has helped the atmosphere of the home for the better so for us it's good value all round.

I can, will and do recommend Harbour Rise with confidence that all residents are treated with respect and care.

Since last September, this has been my home. I have Parkinson's and needed to be looked after. I am extremely happy here. All the staff are so helpful and kind. The food is excellent with a good choice. We get entertainment a couple of times a week and some of us get taken out on trips, if we are able to move a little. The home is cosy and bright and I would recommend it to anyone.

On the two occasions, I have visited my friend I have been made to feel very welcome and provided with coffee and cake. Everything is beautifully clean, well decorated and there are no odours often associated with homes.

But my overall my opinion is of a high standard, well organised accommodation.

My mother became a full-time resident at the end of May, prior to two day's care, I cannot rate this home enough, from management to cleaners, it is a pleasure to visit. Everyone is so friendly. They take the more able out in the mini-bus, which they love. They have just had a summer fayre which was attended by many families catering for all ages. My mother is looking so much better and loves being in the home.

This care home is absolutely fantastic, clean with happy residents. The staff are always happy and most caring: they really seem to enjoy working there. Visitors are made most welcome and usually offered tea or coffee and quite often cake can be found after lunch time. My elderly neighbour who suffers from dementia is truly happy there and has not got a bad thing to say about the place - and neither have I.

Harbour Rise is a lovely clean home and the staff are friendly and treat the residents with respect. Mum has dementia and was quite frail when she went into Harbour Rise in November 2018 since then I have seen such improvement not just in mum's health but now she is happy and call Harbour Rise "home". It is reassuring to know that mum is now safe and well cared for.

It is very difficult making the decision to put one's elderly parent into a residential home.
As soon as we visited Harbour Rise (2014) we felt optimistic. The manager was so helpful and welcoming and as well as answering all our queries it was obvious that he cared about the home. The rooms were light, clean and warm and in spite of considerable building work in progress there was a lovely atmosphere throughout.
Mum spent over four years at Harbour Rise and she was very happy there. In her own words "I couldn't be in a nicer place" and "I'm waited on hand and foot".
There are so many positive things to say about Harbour Rise but for me the top three are;
The staff are fantastic.
The residents are treated with kindness and respect.
Relatives are made to feel welcome.

Everything else is a bonus but these aspects were evident whenever we visited. My husband and I live a considerable distance away and I can't overstate how reassuring this was.

My mother, who has memory loss but is otherwise still lively and active, has now been at Harbour Rise for a few weeks, and has settled in well. The team - staff and management - have encouraged her in socialising with team members and the other more active residents, and helped her well in coping with feelings of losing her independence. The team are always cheerful and happy, and never too busy to chat. The home (internally a bit of a warren, having been converted from two former sea-side guest houses) is warm and very clean, and always kept tidy even at weekends. My mother likes the food, and appreciates the choices. Her room has modern and up-to-date furnishings, and fine views of Torbay, looking out over roof-tops.

My mother was ill over Christmas, with a nasty chest infection. A doctor (from the same practice that mother had been with before she moved to the home) came promptly, and the extra care that the staff gave at a very busy time was excellent and much appreciated.

Julia Welch
Julia WelchJob Title:Registered ManagerJoined: 2021

Hello, I’m Julia! I joined Harbour Rise in August 2021, having previously managed an Outstanding-rated homecare company and then transitioning to managing Residential Care several years ago. I’m dedicated to providing high-quality care and enjoy taking a proactive approach in my work. I love spending time with the wonderful people at Harbour Rise, listening to their stories, and ensuring that their care aligns with their wishes and what matters most to them. Originally from a fishing town in Southern Ireland, I’ve always lived near the sea, and being by the water never fails to make me feel happy and calm, so working at Harbour Rise feels like a perfect fit. I love spending time with my husband, our three daughters, and our two wonderful grandchildren. I relax by reading, especially historical novels, and good mystery stories, and if I can listen to my book whilst walking along by the sea, then that is even better!

Cecile Edwards
Cecile EdwardsJob Title:DirectorJoined: 2007

Although I was born and educated in France (Angers University) and Yorkshire (Hull University), I have now spent more time living in the UK than in France! I have been the joint director and owner of Harbour Rise since 2007, working very closely with my husband Mark, who was born in Marldon, Paignton. Working at Harbour Rise gives me a real sense of achievement as I love to be involved in a team of passionate and dedicated staff who give nothing but their best to our lovely residents.

I am also the very proud mother of three lovely and lively boys. Football seems to be the main thing we talk about at home, so in my spare time I love to go out with friends, go shopping and prepare a nice meal for all of us to enjoy! If I can, I also love to turn my phone off and get stuck into a great book!

Mark Edwards
Mark EdwardsJob Title:DirectorJoined: 2007

I was born in Paignton, and although I worked in finance in London for 20 years, I was delighted to return to Devon to raise my family of 3 boys and further develop and improve Harbour Rise.

We have owned Harbour Rise since 2007, and as well as caring for many wonderful residents, we have transformed the home from 22 to 44 bedrooms, and I believe there is not an inch that we have not renovated or improved! I love the warmth and atmosphere of the home. Although the care industry can be stressful, I enjoy seeing our staff and residents looking happy and thriving – this is our biggest achievement.

Outside of work, I love to be busy with water sports, cycling and of course football! Watching my sons play football is my favourite part of the weekend, as well as watching Arsenal and Plymouth Argyle.

I enjoy a glass of red wine in the winter and a pastis in the summer, love to spend time off in France, where I still try to improve my French.

Laura HardingJob Title:Managerial SupportJoined: 2008

Hello, I’m Laura! I have had the pleasure of working at Harbour Rise for the past 20 years, during which I’ve taken on a variety of roles, gaining a wealth of experience and knowledge along the way. For just over a year now, I’ve been providing managerial support, a role I find both engaging and rewarding.

Outside of work, I’m a proud mother of three wonderful children who bring immense joy to my life. Our family has recently grown with the addition of Bertie, our beautiful Cockapoo puppy, who has quickly become a beloved member of our household.

In my free time, I love spending quality moments with family and friends, going for walks, and diving into a good book.

Tash Wilkins
Tash WilkinsJob Title:Head of CareJoined: 1998

I started my career in 1998, working in the laundry at Harbour Rise. Over the years, I’ve taken on many different roles and eventually became Head of Care when Mark and Cecile took over the business in 2007. I’ve seen many changes to the home and feel privileged to have been part of its journey. One job I’ll never do, though, is drive the bus—driving’s not exactly my favourite hobby.

When I first started, I was young, free, and single. During my time here, I met and married my husband, Ken, and we now have one son who is an adult. I love getting to know our residents and their families, and I truly believe Harbour Rise is one big family.

Outside of work, I have a busy social life. I enjoy spending time with my family and friends, going on trips, and attending concerts—especially Take That. I also love going for walks, especially when there’s a nice pub at the end for a relaxing lunch!

I have lived in Paignton for 27 years. I am a very busy Mum of 4 crazy children. In my spare time, I love to eat out, spend time with my family, kayak, swim and do coastal trekking with my youngest daughter, Lexi, who is very well known at Harbour Rise.

Hello, my name is Karmen, and I joined Harbour Rise in 2023, bringing 15 years of administration and organisational experience with me. My favourite role within my job is meeting and chatting with the residents, finding out all about their lives and interests.

Outside of work, I have 4 beautiful children, a very lovely Husband and 2 dogs, all of whom keep me very busy. My weekends are mainly spent watching my 2 Sons play football, come rain or shine. When I do get some free time, I love to travel, eat Italian food and sip a nice glass of prosecco.
