My father stayed at Harbour Rise for 4 weeks respite care whilst I was on holiday.
It was lovely to go away knowing Dad was safe and well looked after.
Harbour Rise is delightfully bright and well furnished giving a cheerful impression to visitors and residents alike.

Unfortunately, in March of this year, we had to put mum into care as she had had two falls which resulted in her being admitted to hospital on both occasions. On her return home even with a comprehensive care package in place, it was evident that she could no longer live alone. The transition from independent
living to residential home life was made a lot easier for mum and the rest of the family by the warm reception from every member of staff we encountered. Harbour Rise is very efficiently run. Nothing seems too much trouble for either management or staff alike. Mum has needed to attend several hospital appointments, the organisation and management of which have been facilitated by staff. Knowing that mum is safely escorted gives her family peace of mind as we all live 100's of miles away.


There is no doubt that mum's health and state of mind have been transformed and she is now back to the mum we all knew several years ago which her family and friends are thrilled to see. All this is due to the amazing care and attention she has received at Harbour Rise.

My mother-in-law became a resident of Harbour Rise in March of this year after a series of falls and hospital admissions it became apparent that we as a family needed to secure her health, well being and safety in a residential home.
It was with some apprehension due to the adult social care horror
stories currently in the media that I first visited my mother-in-law in Harbour Rise I immediately sensed a calm and welcoming atmosphere the physical environment could not have been further from what I had feared it would be.
I was greeted by staff who clearly enjoyed their work and had a warm and empathetic relationship with the residents. On my way up to my mother-in-laws bright and spacious room, I met several residents all of whom were smart and cheerful.
My mother-in-law has always been fiercely independent, having travelled extensively and enjoyed a wide range of interests and had a busy social life. I cannot imagine the trauma and inner turmoil she must have endured to "leave it all behind". However, as she now accepts that she cannot safely live alone any longer I cannot think of a better place for her to be.

My mother moved into Harbour Rise, being unable to cope at home due to dementia. She has been made very welcome. Harbour Rise is bright and sunny with lovely sea views, making it a pleasant place to visit. As a family, we are also made welcome. The staff and management are patient, kind and caring and

I entered Harbour Rise in the second week of March because of balance problems.
Once on the floor, I was always unable to get up.
I was taken to a hospital on two occasions - end of December 2016 and February 2017.
My sons were worried, especially as they all live far away.
We decided that a rest
home was the answer.
I am more than pleased with all aspects of the care I have received at Harbour Rise.

My mother has been a resident at Harbour Rise for little over a year now and through that time her care has been 1st class in all areas. There is always something going on for entertainment. She is always treated as an individual and the staff all know her name. If her health deteriorates they catch

I was looking for a home in Paignton for my aunt. I looked at several homes but knew Harbour Rise was the right home for my aunt within a few minutes of entering the home. The staff are cheerful and caring, there is no smell of urine, it is very clean and the answer couldn't be more helpful.

My auntie moved from Lancashire into Harbour Rise on 1st October 2016. Being born in Plymouth and after making several requests to her daughter to move her to Devon, she suffers from dementia and therefore the move did unsettle her. But with the help of the dedicated staff, she is now more settled and
looks well in herself due to the care she is now receiving. She is a Coeliac and therefore requires a very strict diet, this has been no problem for the staff, each who are aware of what she can/cannot eat. You are always made to feel welcome by the staff and management and I couldn't wish for my auntie to be in a better home.

Whether in person or over the telephone, the staff are always helpful. Nothing seems to be too much trouble for them and the overall ambience of the home is one of laughter and contentment. All the rooms are clean and tidy and the residents are encouraged to personalise their own room. The food is wholesome
and substantial with individual preferences, and even the more unusual diets are catered for. No matter how difficult a resident can be, the staff are kind, thoughtful and patient. A real home from home.

Mum was made welcome on her arrival - card and flowers in her room. I feel there is a genuine desire to co-operate with family and meet mum's needs. Good that she was allowed to haver her budgie in her room. I visit 4 times a week and am impressed with efforts to engage residents with singing, quizzes
and music, students from the local college came this month to give a pampering session - hand massage, nails. The staff are kind and patient from my experience.

My mother and I are very pleased with Harbour Rise. It is very welcoming and supportive. Mother has has 2 emergency hospital admissions. Staff have been caring, informed us of the situation immediately and shown real concern for her welfare. Mother in turn could not wait to get back there - she sees
it as her home, although she has lived there only a couple of months. It is always clean and does not smell of urine.

I was living on my own at home, and I had carers coming in 3 times a day. My family felt that I needed 24 hour care. I came to Harbour Rise and I feel very safe and content. It hurts leaving my home, but I realised that I needed more help with my day to day life. I felt vulnerable at home. I moved to Harbour rise and I was able to bring some of my belongings to make my room more homely. I even have my own telephone line. I feel safe and secure; well cared for. Everyone
has made me very welcome. I couldn't hesitate to recommend Harbour Rise to my friends. I'm glad that I came here.

My Mum was first a client of the day centre which she really enjoyed. In April her health deteriorated. After a two week stay in Hospital she was no longer able to live safely at home. Harbour Rise offered her a lovely room but most importantly could cope with all her medical problems. They have been
very supportive and the staff so patient with Mum helping her to cope with the problems that arise because of her age.
She is now very happy and settled in Harbour Rise enjoying all her meals and loves being in the lovely bright lounge taking part in all the activities with other residents. Having had experience of nursing homes in the area over several years with various relatives it is such a relief to find a good home with staff and management who are helpful and caring.

My step father is receiving excellent care at Harbour Rise. Initially when he entered the home he was frequently quite distressed and not wanting to leave his room or engage with other people however staff have encouraged him and he is now much happier and has settled in very well. He has a great interest
in market railways and management are encouraging and supporting him in this and I feel that this has helped to give him a focus and real sense of purpose.

Julia Welch

Hello, I’m Julia! I joined Harbour Rise in August 2021, having previously managed an Outstanding-rated homecare company and then transitioning to managing Residential Care several years ago. I’m dedicated to providing high-quality care and enjoy taking a proactive approach in my work. I love spending time with the wonderful people at Harbour Rise, listening to their stories, and ensuring that their care aligns with their wishes and what matters most to them. Originally from a fishing town in Southern Ireland, I’ve always lived near the sea, and being by the water never fails to make me feel happy and calm, so working at Harbour Rise feels like a perfect fit. I love spending time with my husband, our three daughters, and our two wonderful grandchildren. I relax by reading, especially historical novels, and good mystery stories, and if I can listen to my book whilst walking along by the sea, then that is even better!

Although I was born and educated in France (Angers University) and Yorkshire (Hull University), I have now spent more time living in the UK than in France! I have been the joint director and owner of Harbour Rise since 2007, working very closely with my husband Mark, who was born in Marldon, Paignton. Working at Harbour Rise gives me a real sense of achievement as I love to be involved in a team of passionate and dedicated staff who give nothing but their best to our lovely residents.


I am also the very proud mother of three lovely and lively boys. Football seems to be the main thing we talk about at home, so in my spare time I love to go out with friends, go shopping and prepare a nice meal for all of us to enjoy! If I can, I also love to turn my phone off and get stuck into a great book!

Mark Edwards

I was born in Paignton, and although I worked in finance in London for 20 years, I was delighted to return to Devon to raise my family of 3 boys and further develop and improve Harbour Rise.


We have owned Harbour Rise since 2007, and as well as caring for many wonderful residents, we have transformed the home from 22 to 44 bedrooms, and I believe there is not an inch that we have not renovated or improved! I love the warmth and atmosphere of the home. Although the care industry can be stressful, I enjoy seeing our staff and residents looking happy and thriving – this is our biggest achievement.


Outside of work, I love to be busy with water sports, cycling and of course football! Watching my sons play football is my favourite part of the weekend, as well as watching Arsenal and Plymouth Argyle.
I enjoy a glass of red wine in the winter and a pastis in the summer, love to spend time off in France, where I still try to improve my French.

Hello, I’m Laura! I have had the pleasure of working at Harbour Rise for the past 20 years, during which I’ve taken on a variety of roles, gaining a wealth of experience and knowledge along the way. For just over a year now, I’ve been providing managerial support, a role I find both engaging and rewarding.


Outside of work, I’m a proud mother of three wonderful children who bring immense joy to my life. Our family has recently grown with the addition of Bertie, our beautiful Cockapoo puppy, who has quickly become a beloved member of our household.


In my free time, I love spending quality moments with family and friends, going for walks, and diving into a good book.

Tash Wilkins

Job Title: Head of Care Joined: 1998

I started my career in 1998, working in the laundry at Harbour Rise. Over the years, I’ve taken on many different roles and eventually became Head of Care when Mark and Cecile took over the business in 2007. I’ve seen many changes to the home and feel privileged to have been part of its journey. One job I’ll never do, though, is drive the bus—driving’s not exactly my favourite hobby.


When I first started, I was young, free, and single. During my time here, I met and married my husband, Ken, and we now have one son who is an adult. I love getting to know our residents and their families, and I truly believe Harbour Rise is one big family.


Outside of work, I have a busy social life. I enjoy spending time with my family and friends, going on trips, and attending concerts—especially Take That. I also love going for walks, especially when there’s a nice pub at the end for a relaxing lunch!

Hi, I’m Hayley. I joined Harbour Rise in January 2023. I previously worked for NRS Healthcare for 10 years. I love my role at Harbour Rise, overseeing everything Daycare – I am very proud of the relationships I have built up with our Daycare guests, their families and the professionals.


I have lived in Paignton for 27 years. I am a very busy Mum of 4 crazy children. In my spare time, I love to eat out, spend time with my family, kayak, swim and do coastal trekking with my youngest daughter, Lexi, who is very well known at Harbour Rise.

Hi, I’m Lisa. I joined Harbour Rise in August 2021, following 3 three years working in an admin role for the Community Neuro Rehab Team at Newton Abbot/Paignton hospital. I liaised with physios, OT’s, families, and patients following their strokes and other brain injuries. I really enjoy working at Harbour Rise as every day is completely different. I am lucky to meet so many interesting people, including our residents, their families, and my colleagues. Remembering everybody’s names at times is skilful!


I have played skittles for over 40 years in Newton Abbot, where I live and enjoy socialising with the team. I have a lovely husband and two children in their twenties, and I love spending time with my family and friends. I also love travelling, and over the next few years, my dream is to see the world. I am partial to chocolates and fine red wine!

Hello, my name is Karmen, and I joined Harbour Rise in 2023, bringing 15 years of administration and organisational experience with me. My favourite role within my job is meeting and chatting with the residents, finding out all about their lives and interests.


Outside of work, I have 4 beautiful children, a very lovely Husband and 2 dogs, all of whom keep me very busy. My weekends are mainly spent watching my 2 Sons play football, come rain or shine. When I do get some free time, I love to travel, eat Italian food and sip a nice glass of prosecco.
