It seems rare that anyone moves into a home of their own volition and it's quite an emotional journey enforcing this upon a family member, in this case my Father. Harbour Rise have been outstanding in helping to manage this difficult process and the support from all the staff we've encountered has been very helpful.
There seems to be little comparison with corporate owned care-homes and it's obvious that the owners, who also work full time in the home are committed to providing the best care possible and take great efforts to personalise the care they give.
It's early days for my Father who has dementia and he is still confused about the new situation and surroundings but he's comfortable being looked after for the moment and I'm confident he will settle in and enjoy his new home in good time.

After sadly suffering a fall at home and then enduring a period of being moved between numerous hospital and rehab stays, Mum was immediately welcomed into Harbour Rise and provided with a safe and secure environment which she quickly accepted as her new home. The staff have all been exceptional from day one in making her feel welcome as a valued individual rather than just another resident on a list. She has been actively encouraged to continue with rehab exercises and increase her mobility, which has led to regained independence and sense of worth.
The best word to sum up would be 'community'. Mum regularly talks about other residents she has got to know and sits with at meal times. She acknowledges the wide range of activities on offer and chooses to engage with many of them, all adding to her sense of belonging, companionship and well being. The on site presence of owners Mark and Cecille leading by example is a huge driver towards the very caring community that Harbour Rise is.
It means a great deal to know that our team has supported her journey and helped her regain her confidence and sense of independence.

My mother-in-law has been a resident in Harbour Rise for a few months now. I have been particularly impressed with the staff's ability to care for the whole person. They take the time to get to know and understand how they can make someone feel cared for, included and valued. It has also been very encouraging to see the enrichment trips and activities that regularly take place - e.g. trips out for afternoon tea, visits to garden centres or just a drive round the bay in the home's minibus. It lets them enjoy the beautiful area where they now live.

It is tremendously hard when your loved one needs more care than you are able to provide yourself and I am so happy and relieved to have found Harbour Rise for my mum. All the staff are friendly, helpful and accommodating. Every time I visit I am greeted with a smile and hello from staff members. The home itself is clean, bright and welcoming and the residents rooms are comfortable and have ensuite facilities. Communications between the care team, residents and their families is excellent. There is plenty of entertainment to keep everyone engaged and mum particularly enjoys the singers and musicians who give her the chance to to enjoy a bit of a singsong and a boogie! Mum loves being able to get her daily newspaper and takes full advantage of the hair salon. The owners Mark and Cecile are very hands on and visible at the home and work hard to make everyone's life just that little bit better. I would heartily recommend Harbour Rise to all who are about to embark on this stage of life.

Harbour Rise is beautifully decorated, clean and very welcoming with drinks and biscuits free for visitors. There are different places to meet and congregate - dining room, family room, day room, entrance 'conservatory' and gardens. We liked the way there were always temporary decorations celebrating festivals and events.
All in all, we couldn't have wished for Dad to have been in a better place in his final years.

He was in the middle of playing Rule Britannia when l discovered it was one of the residents birthdays, I interrupted him & asked if he could poss play happy birthday next, he did no more than to start playing it there & then & we ALL sang happy birthday to her she was overwhelmed bless her. He then resumed Rule Britannia. Another carer came in to wheel the birthday person out for lunch & she started singing happy birthday to her, l said awe we've just all sung that whilst Luc played the tune on the harp. He then played it again & asked her her favourite song, Danny Boy she said & he played that beautifully for her. She was so happy. X

From my first visit, I felt immediate comfort and reassurance. The home has a warm, caring atmosphere, with kind, welcoming staff and residents who appeared happy and well looked after.
Anne's situation was delicate, but I had complete confidence she would be safe and supported. The team acted quickly to arrange her admission, showing compassion from the outset.
After Anne's passing, the kindness and respect shown to both of us was exceptional. The staff supported me with warmth and understanding, giving me time and space to be with her.
As a former Registered Nurse with over 40 years' experience, I can say the care Anne received was of the highest standard. It meant so much that she remained in her own peaceful room at the end of her life.
I would not hesitate to recommend Harbour Rise. The compassion, dignity, and support provided were truly outstanding.

She began with a trial stay, and the team were incredibly flexible, even arranging for her own chair from home. The food was excellent with plenty of choice. Once settled, she told us, "You couldn't have found anywhere better," describing it as "quiet, lovely and warm."
Staff communication was outstanding, always keeping us informed. They made her 94th birthday special with a three-course family meal. As her health declined, they showed compassion, dignity, and proactive care throughout.
We would highly recommend Harbour Rise.

We had to find respite for our 92 year old mum who had recently sustained a head injury through a fall at home and had spent some time in hospital. We were going on holiday and it soon became clear that it was not going to be possible for her 2 sons (who we had arranged for her to stay with) to...
Mum had to travel from Birmingham and the team at Harbour Rise were incredibly accommodating for us as it was a complicated situation and short notice.
All the staff and management are the most incredible people who are dedicated to all the residents and day visitors alike. The family feel so lucky to have accessed this care for her and she was treated with utmost care and dignity and she was able to spend time with all her great grandchildren who live close by. We would most definitely like Olive to be able to have respite there again - the family had complete peace of mind and she had a fabulous stay. Thank you!

From the first day there , we saw an improvement in Mum. She gets so much attention, nothing seems too much trouble. We love that there are activities every day, the residents are not just sat staring at a TV.

In January our dad was admitted to hospital & underwent major surgery, 4 weeks later he was discharged, on discharge we visited & realised he was struggling independently at home, we didn't know what to do, we knew of Harbour Rise so contacted them to see if they had any advice or suggestions. We are so pleased we did, Julia was so kind, so helpful & within a few hours we had dad in Harbour Rise for respite care.

Mum has been in Harbour Rise for 18 months now, we could no longer give her the care she deserved when she was living with us. Since she arrived at the home her mental state has improved as she was isolated at our home. She engages with the staff and a few of the other residents who she has got to know. The whole staff team are absolutely amazing at looking after her and provide a safe and friendly environment. She is fussy about her food but they always provide her with food that she fancies at that moment in time which is lovely. She has had a couple of health issues but the care home have taken care of her and arranged health visits and doctors appointments. She really enjoys trips out which the home arrange with their cheerful drivers, she recently went to Churston library and came home with 6 books as she is an avid reader, she was delighted with them. If Harbour Rise was a hotel it would definitely be 5 stars, I couldn't recommend it enough, thank you all for looking after Mum.

I was invited to attend the Friends & Family quiz night at the beginning of November 2025. The evening was very well managed with a delicious curry being served along with refreshments for both residents and visiting relatives/friends.
The evening was a fantastic way to learn more about the types of activities on offer at Harbour Rise. It was a fun and enjoyable evening which helped us all connect and spend quality time together whilst participating in the quiz.
It was delightful to witness the interaction of both staff and residents, as I believe activities such as this really help residents to engage not just with each other, but to meet and make new friends in a warm and safe environment.
I noticed how patient and attentive the staff were to the residents and I was impressed with the presence of management, which also contributed to everyone feeling like part of one big family.

Hello, I’m Julia! I joined Harbour Rise in August 2021, having previously managed an Outstanding-rated homecare company and then transitioning to managing Residential Care several years ago. I’m dedicated to providing high-quality care and enjoy taking a proactive approach in my work. I love spending time with the wonderful people at Harbour Rise, listening to their stories, and ensuring that their care aligns with their wishes and what matters most to them. Originally from a fishing town in Southern Ireland, I’ve always lived near the sea, and being by the water never fails to make me feel happy and calm, so working at Harbour Rise feels like a perfect fit. I love spending time with my husband, our three daughters, and our two wonderful grandchildren. I relax by reading, especially historical novels, and good mystery stories, and if I can listen to my book whilst walking along by the sea, then that is even better!

Although I was born and educated in France (Angers University) and Yorkshire (Hull University), I have now spent more time living in the UK than in France! I have been the joint director and owner of Harbour Rise since 2007, working very closely with my husband Mark, who was born in Marldon, Paignton. Working at Harbour Rise gives me a real sense of achievement as I love to be involved in a team of passionate and dedicated staff who give nothing but their best to our lovely residents.
I am also the very proud mother of three lovely and lively boys. Football seems to be the main thing we talk about at home, so in my spare time I love to go out with friends, go shopping and prepare a nice meal for all of us to enjoy! If I can, I also love to turn my phone off and get stuck into a great book!

I was born in Paignton, and although I worked in finance in London for 20 years, I was delighted to return to Devon to raise my family of 3 boys and further develop and improve Harbour Rise.
We have owned Harbour Rise since 2007, and as well as caring for many wonderful residents, we have transformed the home from 22 to 44 bedrooms, and I believe there is not an inch that we have not renovated or improved! I love the warmth and atmosphere of the home. Although the care industry can be stressful, I enjoy seeing our staff and residents looking happy and thriving – this is our biggest achievement.
Outside of work, I love to be busy with water sports, cycling and of course football! Hello, I’m Laura! I have had the pleasure of working at Harbour Rise for the past 20 years, during which I’ve taken on a variety of roles, gaining a wealth of experience and knowledge along the way. For just over a year now, I’ve been providing managerial support, a role I find both engaging and rewarding.
Outside of work, I’m a proud mother of three wonderful children who bring immense joy to my life. Our family has recently grown with the addition of Bertie, our beautiful Cockapoo puppy, who has quickly become a beloved member of our household.
In my free time, I love spending quality moments with family and friends, going for walks, and diving into a good book.

I started my career in 1998, working in the laundry at Harbour Rise. Over the years, I’ve taken on many different roles and eventually became Head of Care when Mark and Cecile took over the business in 2007. I’ve seen many changes to the home and feel privileged to have been part of its journey. One job I’ll never do, though, is drive the bus—driving’s not exactly my favourite hobby.
When I first started, I was young, free, and single. During my time here, I met and married my husband, Ken, and we now have one son who is an adult. I love getting to know our residents and their families, and I truly believe Harbour Rise is one big family.
Outside of work, I have a busy social life. I enjoy spending time with my family and friends, going on trips, and attending concerts—especially Take That. I also love going for walks, especially when there’s a nice pub at the end for a relaxing lunch!
